- A Request for Proposal in electronic format only will be available for download on or about January 27, 200 9 at www.fbo.gov No disks shall be mailed. Any resulting contract will be firm-fixed priced. The North American Industrial Classification System code is 237990, which has a size standard of $33.5 million in average annual receipts. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process as soon as possible should they be selected for the award. The solicitation shall be issued on a competitive request for proposal basis. The government shall not be responsible for proposal preparation costs in the event the solicitation is canceled. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price shall be applicable. Therefore, the successful firm shall have the capability to acquire such bonding. The Davis-Bacon Act will apply. DESCRIPTION OF WORK: Construct harbor improvements at St Paul, Alaska, which include: dredging approximately 150,000 CY for the entrance channel, maneuvering area, mooring area, and the intertidal beach area, dredging approximately 27,000 CY for the breakwater berth dredge area (optional item), dispose of dredged material in an intertidal area to create uplands and at existing upland sites or at an open water disposal site, demolish an existing rubblemound breakwater, construct a 435-foot long rubblemound breakwater (attached) in the existing harbor, construct a 160-foot long rubblemound breakwater (detached) in the existing harbor, construct a 485-foot long rubblemound circulation berm in the existing harbor, construct concrete navigation marker bases, and other miscellaneous dredging and rock work in the harbor. The following changes have been made from the previous solicitation W911KB-08-R-0019. 1. The solicitation will contain clauses for payment of stored materials. 2. The solicitation will to allow either upland or open water disposal of dredge material. There is no Government furnished rock source for this project. The Estimated Magnitude of Construction is between $10,000,000 and $25,000,000.
