Description
The Department of Commerce, National Oceanic and Atmospheric Administration, National Environmental Satellite, Data and Information Systems (NESDIS) Acquisition Division has the requirement to procure engineering mission operations support services. The North American Industry Classification System (NAICS) Code for this acquisition is 541712, and the size standard is 500 employees. Award of a single cost-plus-award-fee contract is anticipated for a base year of twelve (12) months plus four (4) one-year option periods with additional options for future tasks. Award will be made on an unrestricted basis under FAR Subpart 15, Contracting by Negotiation. The Contractor shall provide spacecraft sustaining engineering and ground system engineering support for the two operational environmental satellite constellations Geostationary Operational Environmental Satellites (GOES) and Polar Operational Environmental Satellites (POES); provide sustaining engineering support of U.S. instruments on the METOP satellites; operational and ground system engineering support for Jason-2; configuration management of mission operational databases and products for all Satellite Operations Control Center (SOCC) constellations; and support for future SOCC operational environmental satellite programs. The Contractor shall provide sustaining engineering services in support of real-time sustaining engineering services in support of real-time operations, spacecraft systems analysis, navigation operations, and operations training as follows: Real-time operations support includes the monitoring of normal operations, planning and execution of special operations and tests, and the responding to spacecraft and ground system contingencies; spacecraft systems analysis includes the evaluation and characterization of subsystem telemetry and trends to determine spacecraft state-of-health and to identify and mitigate adverse performance; operational navigation support for maneuver predictions, orbit and altitude determination, Earth location, and Image Navigation and Registration (INR) for Geospatial Operational Environmental Satellites (GOES); operational training to include recurring special operations training, briefings to update changes in spacecraft configuration and operational training for new satellites; develop and test command products for all routine and special space craft operations and prepare written and verbal reports; configuration management of databases and products and support the Configuration Management Process; and, support the testing and integration of new/upgraded ground systems into operations; and system engineering for COSPAS-SARSAT (Satellite -Aided Search and Rescue Instrument) program.
