Description
This announcement constitutes a Notice of Proposed Contract Action (NOCA), by the 950th Electronic Systems Group, Hanscom AFB, MA, for a contract modification for the purpose of extending the ordering period of the Video Processing Capability (VPC) Contract F19628-03-D-0005 with Science Applications International Corp. (SAIC) and increasing the total order ceiling amount. The Contract's ordering period would be extended by two years, changing the current end date from 28 Feb 09 to 28 Feb 11. The contract's ceiling price would be increased to $14,550,000.00. The subject extension is required to provide for the acquisition of five (5) additional VPC production units, their integration and deployment, sustainment and technical support in the amount of $2,800,000.00, which constitutes no change in contract ceiling price. The VPC System provides the Air Force, the platform to exploit Predator full motion digital and analog video. This System stores the video including the KLV metadata that houses the Predator support data extensions. Live video exploitation, video file exploitation, analog tape exploitation and mission archiving is also provided. Additionally, the System also supports the creation of MPEG-2 and MPEG-1 video clips along with still NITF files. The System was developed by the incumbent contractor, SAIC, and is used in the Air Force Distributed Common Ground System (DCGS). The Government intends to contract with SAIC, as the only holder of the VPC Contract under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 (a) (2) (ii) (A) and (B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor shall it be construed as a commitment by the Government. Interested persons may identify their interest and capability to respond to the requirement within 15 days of this publication. This notice of intent is not a request for competitive proposals.
