- Delaware Water Gap NRA is considering a firm fixed price contract for the following supply and service and would like to have responses from vendors who would consider responding to such a request for quotes that would include but not be limited to the following:1. Maintain a stockpile transfer facility in compliance with NJ Policy for Storage of De-icing Materials for a NJPDES municipal stormwater permit, as provided under the NJ Division of Water Quality, Bureau of Non-point Pollution Control, Municipal Stormwater Policy Program. The policy is available on-line at http://www.nj.gov/dep/dwq/pdf/deicing_policy.pdf2. Maintain a stockpile of approximately 250 tons of salt/anti-skid mix at a contractor furnished covered storage facility, outside of the park, within 15 miles of the Montague Route 206 bridge over the Delaware River. Also maintain a stockpile of approximately 100 tons of straight salt at all times. Supply and provide for the use of a wetting agent (magnesium chloride) approximately 500 gallons per winter season. 3. Mix anti-skid and salt at a ratio of 1 part salt to 1 part anti-skid. Salt and anti-skid shall meet all NJDOT specifications. Contractor shall provide documentation that the materials conform to these specifications. There shall be no foreign debris or frozen lumps in the material. 4. Provide loader and operator to load DEWA trucks during all pre storm events, storm events, and for storm clean-up operations.5. Provide a weight load slip for each load provided and ensure that each load slip is signed by the DEWA truck driver and an authorized contractor representative. Provide a copy to the DEWA driver at the time of the loading. 6. Estimated annual demand based on the average of the past 3 years is 1,000 tons. 7. Contract will be issued for one winter season (October through April), with 4 option years. 8. Contractor will be responsible for any damage to DEWA vehicles during loading operations.9.
