- This is a notice of the Government's intent to solicit, negotiate and award to only one source under the authority of FAR 6.302-1 & 10 U.S.C. 2304(c)(1). The source is Merlin International, Inc; 4 B INVERNESS CRESTE 100, Business Size: Small. The Global Combat Support System (GCSS) Engineering Team provides operational combat support information at all levels and offers a seamless flow of vital information from the warfighter to the sustaining base. GCSS improves access to functional data, to fuse relevant information into a cohesive cross-functional view, and to integrate pertinent combat support information into operational decision making. Merlin International is the only authorized source (reseller) of Information Builders Webfocus IBI software solutions. Webfocus Software Architect is an integrated analysis, design, and development toolset that support the comprehension, design, management, and evolution of enterprise solutions and services. WebFOCUS allows DoD executives and managers personalized, high-level view of business information through portals. Enable business users to customize reporting environments in order to gain better insight into operations. WebFOCUS characteristics are as follows: 1) extend services to partners and customers that give them secure, self-service Web access to the information they need, when they need it, 2) Enable business analysts to conduct complex analysis and integrate with OLAP, Microsoft tools, SAP BW structures, and more, 3) Enable even novice users to run structured ad hoc reports and quickly perform reporting queries, 4) Allows power users and developers build robust applications and reporting templates quickly and easily using integrated developers' tools, 5) Re-use reporting objects to facilitate applying filters, fields, and styling to ad hoc reports, 6) Allow partners and mobile workers to analyze data anytime, anyplace, regardless of whether connected to your network or not, 7) Vary the language of the user interface depending on the users native language. Abandoning the current database would significantly increase the cost due to new integration, testing and time needed to rewrite the programs to work with another brand of relational database. Consideration to utilize a different software solution would take an estimated six months to complete. The DISA GCSS program is supporting an agile development process to support warfighter in the field in a timely and efficient manner. The need for this requirement is to ensure program continuity while fielding version 7.0. The DISA GCSS program cannot afford to disrupt continuity of the support provided by the WebFOCUS software Architect as disruption would negatively impact the Phase 7 schedule and prevent delivery of key capability to the warfighter. The WebFOCUS Software Architect support is integrated across all engineering activities of the GCSS program, which is why the transition time to a new software and/or a new contractor was not in the Government's best interest due to significant investment, testing and integration cost.. Changing software would greatly impact the warfighter as this is a key part in the architect of the GCSS system. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. All questions can be forwarded to Mr. Edward S.
