Description
This is a pre-solicitation notice for Hospital Replacement, Fort Riley, Kansas. W912DQ-09-R-4005 is the new Solicitation Number for the Replacement Hospital that will apply to the solicitation. The previous solicitation number was used to publish a sources sought announcement seeking the extent of potential offerors experience with the Earned Value Management Systems (EVMS). All references to the old Solicitation number W912DQ-08-R-0060 will now be associated with the new solicitation number W912DQ-09-R-4005. Construction services are required under a fixed price, incentive type contract for constructing a new hospital. The project includes but is not necessarily limited to: a 263,000 SF in-patient Community Hospital, a 289,000 SF out-patient Clinic, a central energy plant, an ambulance garage, special foundations, commissioning, oxygen storage, phasing, and building information systems. Supporting facilities include utilities, paving, parking lot lighting, walks, curbs and gutters, parking, access roads, landscaping, storm drainage, site improvements, antiterrorism protection (AT) measures, and access for individuals with disabilities. The work will include installation of an intrusion detection system (IDS) and provide connection to the energy monitoring and control system (EMCS). Minimum Department of Defense Antiterrorism measures will be required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 features will be included. The project will be constructed to qualify for, as a minimum, the Silver rating as defined by the U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) Green Building Rating System for New Construction and Major Renovations, Version 2.2. Offerors should also provide their assessment of the degree of involvement by small and SDB subcontractors, stated as a percentage of subcontracted dollars. The Government proposes to issue an Early Contractor Involvement (ECI), fixed price, incentive type contract with a fixed price award fee feature for this project. ECI (formerly CM at risk) requires the construction contractor to collaborate with the Architect-Engineer contractor responsible for the design prior to the start of construction. The award fee plan will reward superior performance for complying with specified performance criteria. The unrestricted solicitation will be issued on or about 6 February 2009, with proposals due on or about 10 March 2009 (unless otherwise stated in the solicitation). This will be a best value type of source selection with consideration given to price and other evaluation factors. The evaluation factors for this procurement are as follows, listed in descending order of importance. FACTOR 1 Relevant Corporate Experience, Subfactor 1a. Medical Construction Experience; Subfactor 1b. Preconstruction Services Experience; FACTOR 2 Past Performance, Subfactor 2a. Quality of Product/Service; Subfactor 2b. Customer Satisfaction; Subfactor 2c. Timeliness of Performance; Subfactor 2d. Achievements in Subcontracting to Small Business; FACTOR 3 Staffing Plan; FACTOR 4 Small Business Subcontracting Plan; FACTOR 5 Price. The Government reserves the right to reject any or all proposals prior to award; to conduct discussions with offerors concerning their proposals; to award the contract to other than the lowest priced offeror who submits the proposal determined by the Government to be the most advantageous to the Government. Offerors are advised that award may be made without discussion or any contact concerning the proposal received. This procurement is an unrestricted procurement. Estimated construction range: Between $250M - $500M. Estimated duration of project is 1,300 calendar days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $33.5 Million in gross annual receipts averaged over the three previous years. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the contract work with its own employees. Proposals from large business firms must comply with FAR Clause 52.219-9 Small Business Subcontracting Plan, regarding the requirement for submission of a Subcontracting Plan. The current Kansas City District Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 70%; Small Disadvantaged Small Business 6.2%; Women Owned Small Business 7%; HUBZone Small Business 9.8%; Veteran Owned Small Business 3%; and Service-Disabled Veteran Owned Small Business.9%.
