- This Presolicitation notice replaces the notice previously posted underW15QKN-08-R-0445. The U.S. Army Joint Munitions and Lethality Contracting Center, on behalf of the Office of the Product Manager, Crew Served Weapons, Picatinny Arsenal, NJ, has a requirement for the fabrication and delivery of M240B/M249 Spare Barrel Bags to the Government Technical Data Package (TDP) Part Number 13013655, Rev A (See Notes). This procurement will be a 100% set aside for Small Business. A Firm Fixed Price Five-year Indefinite Delivery Indefinite Quantity type contract is anticipated. The contract minimum is 8,500 each and 10 each for First Article Test quantities. The following are the quantity ranges per each ordering period: Ordering Period 1: 1 20,000 and Ordering Periods 2 thru 5: 1 16,000 each. Maximum contract quantity is 84,010. The M240B/M249 Spare Barrel Bag is used by the M249 Machine Gun operator or the M240B Machine Gun Assistant Gunner to aid in carrying spare barrels for either weapon comfortably for prolonged periods of time while allowing quick access when needed. The Spare Barrel Bag must incorporate a shoulder pad that affords the user maximum comfort. Since the Spare Barrel Bag will come into contact with a hot barrel frequently, the Spare Barrel Bag shall be constructed of high temperature, heat resistant material to prolong the service life of the Spare Barrel Bag. The M240B/M249 Spare Barrel Bag will be built in accordance with Technical Data Package (TDP). The contractor shall fabricate or purchase the items in accordance with the provided drawings, inspect them in accordance with drawing Quality Assurance Provisions (QAP), and package them in accordance with best commercial packaging practices. A First Article Test quantity of ten (10) Spare Barrel Bags will be required ninety (90) days after the contract award date. Forty five (45) days after approval of the First Article sample, production deliveries will commence with an expected 1,000 Spare Barrel Bags for the first month. All subsequent deliveries issued against this contract, will require production delivery rate capability of 2,000 per month. NOTES: 1: The TDP for the M240B/M249 Spare Barrel Bag will be marked Limited Distribution D, distribution authorized to the Department of Defense and its DoD contractors only. Only contractors who have been certified by the U.S/Canada Joint Certification Office under DD Form 2345, Military Critical Technical Data Agreement process are eligible to receive TDPs with restrictive statement codes. In addition, a copy of the companys State/Provincial Business License,Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany all DD Forms 2345. The DD Form 2345 can be obtained at:www.dlis.dla.mil/jcp. At the top of the website page, open library on the blue bar. Scroll down to the Other Forms section on the page and double click on DD 2345. The above referenced TDP will not be released until a signed and approved DD Form 2345 is received along with the Non-Disclosure Form. 2. To facilitate validation of the contractor certification, AMSTA-AR Form 1350 will be included in solicitations for contractors to complete and return to the contracting officer for processing prior to release of any restricted TDPs. The form becomes part of the permanent file documentation. 3: DD Form 1350: Question 5 - obtaining an ITAR number from the United States Department of State. This is ONLY necessary for any company that will be manufacturing Department of Defense articles listed on the United States Munitions List, and is not a requisite for this procurement.
