Description: Request for Quotation Number (RFQ) HSCG80-09-Q-3FAA26. This is a combined synopsis/solicitation for dry dock repair. The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock Repairs to the USCGC KICKAPOO a 75 Foot River Buoy Tender (WLR-75406). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Request for Quote (RFQ), on or about DECEMBER 30, 2008. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SMALL BUSINESS SET ASIDE. The acquisition is for DRYDOCK repairs to the USCGC KICKAPOO (WLR-75406) homeported in Vicksburg, MS. There is a geographic restriction for this dry-dock availability to a facility located in the Western rivers of the United States. The “Western Rivers” means the navigable portions of the Mississippi River and its tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the the Mississippi River include only the waterways within the area of jusrisdiction of Coast guard aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee-Tombigbee Waterway to the mouth of the Moble River. This includes protected portions of the Intra Coastal Waterway connected to the “Western Rivers”, but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. From 01 November to 15 March the following additional geographic restriction applies: south of Melvin Price Lock and Dam. The performance period will be Five (5) calendar days with a start date on or about 12 JANUARY 2009. The place of performance will be at the contractor's facility. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC KICKAPOO (WLR - 75406). This work will include, but is not limited to: (1) Perform dial indicator runout of propeller shafts (2) Remove, inspect and reinstall propeller shafts(s) (3) Remove, inspect and reinstall intermediate propeller shafts(s) (4) Renew shaft covering (5) Straighten shaft (6) Renew propeller shaft sleeve(s) (7) Renew propellers (8) Routine drydocking (tender) (9) Provide temporary logistics. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [two days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
