- Pre-Solicitation Conference and Optional Tour The US Department of Energys (DOE) Environmental Management Consolidated Business Center, Cincinnati, Ohio has issued a draft Request for Proposal (RFP) for operation of two depleted uranium hexafluoride (DUF6) conversion facilities. These facilities will convert the DOEs inventory of DUF6 to a more stable chemical form for beneficial reuse or disposal. One conversion facility is located in Portsmouth, Ohio. The other conversion facility is located in Paducah, Kentucky. DOE will be conducting a Pre-Solicitation Conference on January 14, 2009 at the Ohio State University (OSU) South Centers Auditorium located at 1864 Shyville Road, Piketon, OH 45661. Optional site tours of its Portsmouth Conversion Facility will be conducted following the Pre-Solicitation Conference. This tour represents both conversion facilities. An additional tour of the Paducah Conversion Facility will not be offered at this point in time. Interested companies shall submit a list of attendee(s) via e-mail to Wilmari.delgado@emcbc.doe.gov no later than January 9, 2009. This list should indicate whether the company representatives plan to attend the Presolicitation Conference, Portsmouth Conversion Facility Site Tour, or both. In addition, please indicate the number of representatives that plan to attend and a single point of contact for future correspondence. DOE must have a completed Site Tour Registration Sheet for each visitor by 3:00 p.m. Eastern Time on January 9, 2009. Please visit www.emcbc.doe.gov/DUF6, under Presolicitation Conference to obtain registration form. Depending on the number of interested companies and company representatives registered, the DOE reserves the right to limit the number of attendees to no more than two (2) representatives per company, in which case the DOE will post that specific information in a future update on www.emcbc.doe.gov/duf6. The OSU South Centers Auditorium can accommodate one hundred (100) attendees and the number of attendees for the Portsmouth Conversion Facility tour will be limited to seventy-two (72) attendees, six tours limited to twelve (12) attendees per tour. If you register to go on the tour and cannot attend, please notify Wilmari Delgado at (513) 246-0566 or via e-mail at wilmari.delgada@emcbc.doe.gov as soon as possible. Questions and comments from the Pre-Solicitation Conference and tour should be in writing and sent to Wilmari.delgado@emcbc.doe.gov no later than 13 calendar days after the Pre-Solicitation Conference and tour. This deadline coincides with the end of the comment period for the draft RFP on January 27, 2009. Supplemental information for the actual Pre-solicitation Conference and Optional Tour will be issued in a separate announcement closer to the date of this event on www.emcbc.doe.gov/duf6. The Pre-Solicitation Conference will be held on January 14, 2009 at the OSU South Centers Auditorium located at 1864 Shyville Road, Piketon OH 45661. Registration will be from 8:15 am to 8:50 am. The briefing will begin at 9:00 am. The Portsmouth Conversion Facilities site tour will also be held on January 14, 2009 starting at 1:00 pm. Tours will leave from the OSU South Centers located at 1864 Shyville Road, Piketon OH 45661. You must bring a State or Federal Government Issued photo ID to attend the tour (drivers license, military ID, Passport, Federal agency site ID, etc.). Only US citizens will be allowed to participate in the tour. Tour busses will depart from and return to the OSU South Centers and will transport participants around the DUF6 Conversion Facilities. It is expected that portions of the tour will require walking, therefore, please wear appropriate attire suitable for an industrial environment, and made of natural fibers (cotton or wool). Safety shoes are not required; however, shoes worn shall be closed-toed, made of leather or other substantive materials (not cloth). Heels shall not be greater than one inch when measured from the bottom of the sole to the bottom of the heel. Hard hats and safety glasses will be provided. The following items are prohibited on the tour: 1. Firearms or dangerous weapons 2. Drugs 3. Alcohol 4. Photographic equipment 5. Cell phones 6. Laptops 7. PDAs/Blackberrys 8. Computer-associated equipment (USB flash drives, CDs, MP3s, etc.) The DOE or OSU South Centers will not be responsible for securing any items during the tour so it is recommended they be locked in your vehicle. Please keep hand-carried items to a minimum.
