- The Joint Project Manager for Decontamination (JPM-Decon) has scheduled an Industry Day Conference for Future Decontaminant(s) for Tuesday, January 13, 2009 in Fredericksburg, VA at the Riverside Center Conference Facility, from 0830-1630. Interested companies must pre-register no later than close of business Tuesday, January 6, 2009. Pre-registration points of contact are Mr. Victor Murphy at victor.murphy@usmc.mil and Ms. Stacey Shepherd at stacey.shepherd@usmc.mil. Interested companies must provide company name, contact person, address, phone number, fax number, email address and the names of representatives who will be attending. As a reminder, all attendees from outside the United States must have the appropriate Foreign Visit Request to attend the Industry Day Conference. Conference facility space is limited and will be accommodated on a first-come-first-served basis. Attendance is not mandatory and will not affect eligibility for future contract actions. On Wednesday, January 14 2009, the Government will host one-on-one discussions with those interested in meeting with the Decontamination Family of Systems (DFoS) Program Manager. Discussions will be limited to 20 minutes. Sign-up procedures for these meetings will be posted at the conference and will be on a first-come-first-served basis. A Request for Information (RFI) and Test Evaluation Criteria for the Future Decontaminant(s) will be posted on the Natick Contracting Division (NCD) website at https://www3.natick.army.mil/upcoming.cfm on or about January 5, 2009. Comments and questions regarding the RFI and test evaluation criteria that are received by January 9, 2009 will be addressed during the conference. All comments and questions regarding the RFI and test evaluation criteria will also be addressed on the NCD website. Summary of Planned Acquisition Strategy: The acquisition strategy and evaluation phases will be discussed in detail during the conference. The Government anticipates the use of FAR Part 12 Acquisition of Commercial Items utilizing simplified acquisition procedures as defined in FAR Part 13 to contract with industry for available decontaminants that meet the specified performance requirements. Five (5) phases of activity are planned. In Phase I the Government will execute a Request for Information (RFI) to identify and assess commercial decontaminants that have potential for integration with the JSTDS-SS. In Phase II the Government will purchase small quantities (e.g. 700 units (e.g. gallons, lbs, etc) of selected candidate decontaminant(s) and conduct an independent Government evaluation which includes Kinetics, Pot Life, and initial compatibility evaluations with the JSTDS-SS, detectors and Individual Protection Equipment. In Phase III the Government will procure additional quantities (e.g. 1,000 units) of candidate decontaminant(s) (identified as top performers from phase II) and begin a more detailed evaluation of efficacy on select materials, material compatibility, shelf life and high/low temperature kinetics. In Phase IV the government will purchase large quantities (e.g. 10,000 units) of candidate decontaminant(s) (identified as top performers from phase III) and conduct an independent Government evaluation to complete efficacy and materials compatibility testing, verify selected decontaminant(s) meet all JSTDS-SS related requirements for Packaging, Handling, Storage & Transportation (PHS&T) and ensure the selected decontaminants have no negative effect on the systems reliability. In Phase V, the Government will procure and initiate fielding of the decontaminant(s) identified as best meeting the Governments requirements.
