- Description
- NASA/GRC requires the capability to generate the "medial object" forthree-dimensional geometries in order to allow automated topology generation forcomputational fluid dynamics solutions. TranscenData Europe Ltd. is the only companythat has an existing software tool available to generate the medial object forthree-dimensional geometries. The work in this contract will allow this software tool tobe further developed to allow NASA engineers to compute fluid dynamics solutions incomplex geometries much more rapidly than in the past, using automated topologygeneration. Although other software vendors may have similar strategies, onlyTranscenData Europe Ltd. has the 3D medial object generation capability in a sufficientlyadvanced state to allow completion of the proposed task in a reasonable time. NASA/GRC intends to purchase the items from TranscenData Europe Ltd., (DBA ITI, 5303DuPont Circle, Milford, OH 45150 since this is the only company that has an existingavailable software tool needed for this task as explained above. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. The Sole Source is under the authroity of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon January 14, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
