Description
HIGH-SPEED DATA ACQUISITION SYSTEM PACKAGE: This is a Sources-Sought Synopsis. The Air Force Flight Test Center (AFFTC), 412 Test Engineering Group (TENG), Edwards AFB, CA is seeking sources with demonstrated expertise and experience to meet the following requirement for a contract to provide a plethora of high-speed Data Acquisition System (DAS) products and services. The anticipated contract will be five-years and will support all combined test flight (CTF) programs at Edwards AFB and all multi-service agencies. (All current products are developed and manufactured by Teletronics Technology Corporation (TTC).) REQUIREMENTS include but are not limited to: MCDAU2000, STAND ALONE/MASTER/REMOTE UNITS & MODULES, with MMSR-100-1 recorder, providing operation up to 5 Megabits per second. Includes analog/digital overhead modules, stacking screws and stack acceptance testing over operating temp range. Includes one (1) each of the following modules: [End Plate, MRCI-105E-2, MCIF-105, MMCI-105, MFDR-105 and MPSM-2515 & MPFM-461] 30 Watt Power Supply and MSSR-100-1, Compact Flash Solid State Recorder without memory cards; CDAU 2000-CHASSIS MASTER/REMOTE/HIGH SPEED UNITS- MCDAU-2000 Stand alone and remote unit providing operation up to 5 Megabits per second. Consisting of: analog/digital overhead modules, stacking screws and stack acceptance testing over operating temp range. One (1) each of the following modules: [End Plate, MADC-105, MWCI-105-1, MCIF-105, and MPSM-2002-1] 230 Watt power supply; 16 Slot Master, with power supply; MCI-105, RCI-105, SSR-100L-2 PCMCIA Solid State Recorder without Memory cards; PSU-2020D Ground Support unit with DBS-120PC-2;and TTC Vision software; RF PRODUCTS; PC PRODUCTS (GROUND SUPPORT);SOLID STATE RECORDERS; MARM-2000/RMOR-2000 - Overhead for MARM-2000 system (using two differential Bit clock outputs); AIC/AIM/HSAVDAU PRODUCTS; COCKPIT CONTROL/DISPLAY PRODUCTS AND VIDEO PRODUCTS. The primary programs that will be supported by the supplier are the F-16 Foreign Military Sales Projects, F-22 Advanced Fighter, F-35 Joint Strike Fighter, B-1 Bomber Flight Test and the USAF Test Pilot School The Airborne Data Acquisition system shall be a highly advanced general-purpose flight test instrumentation system specifically designed for aerospace application. The data acquisition system shall use the standard Common Airborne Instrumentation System (CAIS) bus in its design. The basic system shall consist of a programmable controller unit, which, communicates with analog and digital remote units via a high-speed CAIS bus using command response topology. The remote units shall handle a large number of widely diversified data sources which include low and high level analog signals, auto gain ranging, as well as monitoring and data collection of numerous digital communication buses to include at a minimum: MIL STD 1553 A/B, ARINC 429, RS 422, RS 485, Ethernet, IEEE-1394 and ASM Copper/Glass Fibre Channel. The system shall comply with all Range Commanders Council (RCC) Inter-Range Instrumentation Group (IRIG) standards (IRIG 106-3 including Chap 10 recording). The system shall include programmable gain and offset for analog signal with signal filtering available, and it should be capable of generating multiple data output formats. All output formats shall be IAW IRIG 106. The system must have the capability to support the flight test instrumentation community with the latest interface technology such as: Fibre channel with selected data and bulk recording; Ethernet 10/100/1000 base-T; fire-wire (IEEE-1394b) with selected data and bulk recording ; universal serial bus (USB); RS-485; RS-232/422; and F-22 FOTR Bus. All system component setup must be compatible with TTC Ware's configuration and configuration software. In addition, the system must be compatible with units already installed in the F-22 Engineering, Manufacturing and Development (EMD) flight test program. The numerous F-16 Peace Marble and F-16 Block 60 UAE; USAF sustainment programs like the B-1, C-130J, C-5, F-117 and U-2 projects; USAF Test Pilot School aircraft and projects. Potential USAF developmental projects include Small Diameter Bomb development, the F-35 JSF System Development and Demonstration project and the CV-22 Tilt Rotor aircraft. This contract shall include in the contract line item numbers (CLINs) the following: Support Items Data, Repair and Maintenance, Technical Support, Training, and Software/Hardware Upgrade/Enhancement. The Government intends to acquire these commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. PST on 1/21/2009. Such capabilities /qualifications will be evaluated for the sole purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government to compete this proposed effort on a full and open competition basis or not, based upon responses to this notice, is solely within the discretion of the Government. Oral Communications are not acceptable in response to this notice. Contractor must be registered into the Central Contractor Registration to be eligible for contract award or payment from any DoD activity.
