Description
NASA/JSC has a requirement for a prototype laser profiling sensor that is capableof accurately mapping the internal surface of a 7.5 liter cylindrical composite pressurevehicle (COPV), which is approximately 19.9 long by 6 diameter. The sensor shallinclude a rotary scanning head and shall be interfaced with a linear delivery stage thatwill be capable of translating along the length of the COPV axis. The sensor shall becontrolled by the existing NASA-owned computer. The system shall be designed forstand-alone operation at WSTF facilities at White Sands Test Facility.The sensor systemshall also be designed in a manner that will allow future modification to make the sensoradjustable to scan large diameter vessels. The final scanning station shall include aprototype COPV laser scanning sensor, a sensor delivery station, a motor controllerunit, interconnective cables, a calibration fixture, and a data acquisition computer(WSTF-owned). Options include scanning NASA provided COPV vessels, and designing anarticulated sensor for COPVs. NASA/JSC intends to purchase the items from Laser Techniques Company (LTC). LTC is theoriginal equipment manufacturer and the only source with the capability to design,fabricate and fully integrate this specialized add-on system into existing WSTF-ownedequipment without significant repetition of development cost and in time to supportcritical testing schedules. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 1/12/2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
