Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for the dry dock and repairs to the USCGC Wedge (WLR-75307), a 75 foot river buoy tender and 130 foot barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The solicitation will be issued electronically as a Best Value Request for Quote (RFQ) on the Federal Business Opportunities (FedBizOpps) web page at http://www.fbo.gov on or about January 6, 2009 with quotes due on or about January 16, 2009. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. This commercial item requirement will be solicited as full and open competition and will be evaluated whereas Past Performance is significantly more important than Price. The USCGC Wedge’s homeport is Demopolis, Alabama. The place of performance will be at the contractor’s facility. The vessel is restricted to the Western Rivers of the United States. The “Western Rivers” means navigable portions of the Mississippi River and its tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the “Western Rivers,” but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. In addition, the vessel is restricted south of Melvin Price Lock and Dam between November 1st and March 15th. The performance period is fifty-four (54) calendar days and is expected to begin on or about March 9, 2009 and end on or about May 1, 2009. The contractor shall provide all labor, material and equipment necessary to dry dock and repair the USCGC Wedge (WLR-75307). The scope of work is for the overhauling, renewing and repairing of various items aboard the USCGC Wedge (WLR-75307). This work will include, but is not limited to: 1)Remove, inspect, and reinstall propeller shafts 2)Straighten shaft 3)Renew water-lubricated shaft bearings 4)Renew propeller shaft sleeve (s) 5)Renew shaft strut barrel 6)Remove, inspect, and reinstall propellers 7)Perform minor repairs and reconditioning of propeller 8)Clean, inspect, and test grid coolers 9)Renew steel longitudinals and hull plating in barge main hold 10)Overhaul and renew sea valves 11)Inspect and test air receivers and relief valves 12)Remove, inspect, and reinstall rudder assemblies 13)Renew rudder lower bearing trunk 14)Preserve spud and spud well surfaces 15)Preserve Tender Freeboard – 100% 16)Preserve Barge Freeboard – 100% 17)Shrink wrap crane 18)Protect small boat davit and winch 19)Inspect various deck fittings 20)Preserve barge buoy deck 21)Renew depth indicating transducers 22)Preserve underwater body (barge) – 100% 23)Preserve underwater body (tender) – 100% 24)Preserve stern tubes 25)Preserve and disinfect potable water tank (barge) – 100% 26)Preserve and disinfect potable water tank (tender) – 100% 27)Renew barge potable water transfer piping 28)Routine drydocking 29)Provide temporary logistics All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM is available free of charge to contractors upon request not later than four (4) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
