Description
The Space and Naval Warfare Systems Command (SPAWARSYSCOM), onbehalf of the Joint Program Executive Office (JPEO) for Joint Tactical RadioSystem(JTRS) Network Enterprise Domain (NED), intends to release Request ForProposals (RFP) number N00039-09-R-0020 for the procurement of Software In-Service Support (SwISS) for the JTRS Ultra-High Frequency SatelliteCommunications (UHF SATCOM) and High Frequency Communications (HF)software. This requirement will provide technical support, software,maintenance/upgrades, and enhancements to baseline JTRS UHF SATCOM andHF software. The Government anticipates a competitive award of a single IndefiniteDelivery/Indefinite Quantity (IDIQ) contract. Individual delivery orders willbeawarded on a Cost Plus Fixed Fee (CPFF) basis for technical and portingsupport and on a Cost Plus Incentive Fee (CPIF) basis for maintenance,upgrades, and enhancements. The basic contract will establish minimum andmaximum ordering amounts. The prospective contract will have one (1) two-year base ordering period and three (3) one-year option ordering periods. Thisis a full and open competition. A draft solicitation (RFP) will be posted along with with draft exhibits andattachments for industry review and comment in late January 2009. TheGovernment requests feedback on the draft RFP and its associatedattachments from interested potential bidders. Questions or commentsconcerning this requirement shall be directed via email to Mr. Tom Vinson attom.vinson@navy.mil. The due date for industry questions or comments isrequested to be no later than one week (five business days) after the date thedraft RFP is posted. Comments or questions submitted after that date may ormay not be considered before the final RFP is released. A final RFP will be issued without further notice in late February 2009 andwill beavailable to interested parties, along with any amendments issued, solely onthe SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil/). In the anticipation of the final RFP release, interested parties will beprovidedinstructions in the draft RFP to request authorization to gain access to sourcecode and applicable supporting documents from the JTRS InformationRepository (IR) website. This process could take up to 10 days. UHF/UF sourcecode and applicable supporting documents will be provided to each authorizedofferor and their sub-contractors, if applicable. In order to receive a copy oftheapplicable source code and applicable documents after RFP release, offerorsand their sub-contractors each must be authorized to have access to the JTRSUHF/HF artifacts through the IR. A Bidders Mailing List will not be established, and hard copies of documentswillnot be provided. Contract award is estimated for July 2009. This procurementwill encourage the large business offerors to submit a Small BusinessSubcontracting Plan demonstrating efforts to provide subcontractingopportunities for Small Business (SB), Small Disadvantaged Business (SDB),Woman Owned Small Business (WOSB), Service Disabled Veteran Owned SmallBusiness (SDVOSB), and Historically Underutilized Business Zone (HUBZone)Small Business and other Small Business concerns. The North AmericanIndustry Classification System (NAICS) code is 541511.
