- U.S. Department of Homeland Security Washington, DC 20472 December 19, 2008 To whom it may concern: Department of Homeland Security, Federal Emergency Management Agency, Disaster Operations Division, at 500 C. SW, Washington, DC 20460 intends to issue a solicitation for the planning of evacuation procedures to prevent the unnecessary loss of life in the days prior to landfall of a hurricane or other major disaster. The planning and execution of an evacuation relies on many modes of transportation including ground, air, watercraft, and rail methods. FEMA needs to put a contract in place through which FEMA could rapidly obtain aviation ground support services at airports throughout the U.S. to support a large-scale air evacuation. In the event of a declared emergency or major disaster in New Orleans, LA such as a Category 3 or higher hurricane, air evacuation operations will be conducted at Louis Armstrong International Airport (MSY). FEMA, along with state and local authorities, will be responsible for transporting residents to safe locations outside of Louisiana. Normally for residents that do no have the means to self-evacuate. The solicitation will consist of the following: Single award. Full and open competition is applicable. Target Award Date is March 2009 Indefinite Delivery Indefinite Quantity (IDIQ) contract type. Total contract ceiling will not to exceed $50 Million The required services are contingent upon the availability of disaster funding provided for each presidential disaster declaration. Disaster specific funding is required for this requirement. Applicable NAICS Code: 488119 Place of Performance: Locations Identified as Natural Disaster occur Performance Period: Period of Performance will be a one year base with up to 4 Ordering Periods of 1 (one) year each. This is an advance notice of the Government's anticipation of releasing the solicitation on or about January 12, 2009, with proposals due February 4, 2009 and award on March 2009. Proposals are not requested at this time and shall be submitted in strict compliance with the instructions to be provided in the solicitation. However, prior to the release of the RFP, interested parties may contact FEMA regarding their interest and capability to respond to the requirement VIA E-MAIL ONLY. Prospective offerors must be aware that any information that we share regarding this requirement will be a response to their written questions. Questions and our answers will be posted as an amendment to this pre-solicitation notification.
