- The Joint Project Manager Nuclear Biological Chemical Contamination Avoidance (JPM NBC CA) is holding an Advanced Planning Briefing for Industry (APBI) on February 10, 2009, beginning at 0900 at the Edgewood Chemical Biological Center (ECBC) Berger Building Auditorium (Bldg. E3549) in the Edgewood Area of Aberdeen Proving Ground. The APBI will be held to inform industry of planned efforts on the Chemical Biological Distributed Early Warning System(CBDEWS). Efforts under CBDEWS will include an Operational Demonstration (OD) in July 2009 that will build upon the CBDEWS technical demonstrations conducted in Aug-Oct 2008 at Dugway Proving Ground. Opportunities exist for fusion of data from sensors which may include, but are not limited to Infrared (IR) cameras, Light Detection and Ranging (LIDAR), Fourier transform infrared spectroscopy (FTIR), radar/seismic/acoustic/visual point of impact cueing, unmanned aerial/ground vehicles with detection sensor payloads, and networking point sensors. Opportunities may also exist for formally integrating additional sensor components into the CBDEWS system. Beyond the near-term, CBDEWS will consist of two (2) separate programs: the Next Generation Chemical Standoff Detector (NGCSD) and the Chemical-Biological Active Standoff System (CBASS). NGCSD will integrate mature technologies with planned Milestone (MS) B in First Quarter Fiscal Year 10 (1QFY10) and MS C in 1QFY13 with a focus on new mature sensor technologies for fixed site applications, improvements to current standoff capabilities used for on-the-move applications, tipping & cueing, and data fusion technologies to support passive and persistent surveillance. CBDEWS contract opportunities will encompass toxic industrial chemical/material; chemical and biological warfare agent detection; standoff detection; early warning; integrated point sensors; sensor data fusion; battlefield networking and other areas that support an incremental system of systems approach to improve fixed site and on-the-move standoff capabilities. The APBI will present near term, mid term and far term opportunities for science and technology; research and development and test and evaluation over the next eight (8) years. The APBI will be Unclassified and is open to interested contractors, large and small businesses and universities. Meeting facilities are limited in space so there will be a limit of two (2) representatives per company. There is no attendance fee and the dress code is business casual.
