- The Defense Supply Center Philadelphia (DSCP) intends to enter into a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) long-term contract with the Cytyc Corporation for their ThinPrep Test Kits and Related Supplies to support their ThinPrep 2000, ThinPrep 3000, and ThinPrep Imager Systems through the use of DSCP Medical Electronic Catalog (ECAT). Currently, the Cytyc Corporation’s testing systems reside at many of the Medical Treatment Facilities on a Cost-Per-Test and Non-Cost-Per-Test basis. The ThinPrep Pap Test provides the only Food and Drug Administration (FDA) approved option for the MTFs to perform Human Papilloma Virus (HPV) testing after an ASCUS (positive) result is received out of the ThinPrep vial. Through Market Research, it has been determined that Cytyc Corporation is the only FDA approved manufacturer for this bi-modal testing (FDA approval for both their ThinPrep Liquid Based Cytology and reflex HPV testing). Also, Cytyc’s test kits are specifically configured to support Cytyc’s testing systems employed at many of the MTFs. No other manufacturer or distributor sells or has access to these products manufactured by Cytyc. Only Cytyc has the capability of providing the required items. This procurement applies to Government facilities worldwide. Cytyc will be asked to provide a Continental United States (CONUS) catalogs for Cost-Per-Test and Non-Cost-Per-Test customers and Outside Continental United States (OCONUS) catalogs for Cost-Per-Test and Non-Cost-Per-Test. Cytyc will also be required to develop a CONUS and OCONUS catalog for their ThinPrep Imager on a Cost-Per-Test basis. These catalogs will be loaded in the DSCP ECAT system. The catalog must reflect a total delivered price. Total delivered price is defined as the total cost of all items inclusive of transportation and distribution costs. All Purchase Order, Purchase Order Acknowledgment and Invoice transactions under this contract are required to be electronic. The contractor is required to use ECAT to electronically receive 850-Purchase Orders, transmit 997-Functional Acknowledgments, send 855-Order Acknowledgment’s and transmit 810-Invoices for payment. There are two communication strategies available for ECAT; Web Supplier Interface and the American Standard Institute (ANSI) X 12 EDI standard for direct EDI. Cytyc Corporation must have the capability of using at least one of these eCommerce communication options. They will be required to successfully complete system testing prior to receiving an award under this solicitation. The contract resultant from this solicitation will have a one (1) year base period with four (4) one-year unilateral option periods. This procurement has an estimated value of $39.35 million. Solicitation SPM2DE09R002 is expected to become available around January 20th, 2008 and can be found on the DLA Internet Bid Board website at www.dibbs.bsm.dla.mil. Numbered Note 22 applies to this procurement.
