Description
This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain systems information from vendors/sources on compact, self-contained water treatment devices; hereafter referred to as Small Unit Water Purifiers (SUWP) capable of fully satisfying the Government's "NSF Protocol P248 Emergency Military Operations Microbiological Water Purifiers". This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public. The Government is primarily focused on seeking suitable commercial and non-developmental items or units to meet existing Government requirements, i.e. Protocol P! 248. Information on capable sources is sought for the following requirements: The goal is to identify a SUWP in order to reduce the frequency of water re-supplies or treatment devices required to support the needs of a dismounted small unit. The SUWP must be capable of providing 400 Liters of purified water to 13 Marines for 5 days with no more than 2 filter changes. The minimum flow rate for the output of the SUWP is at least 1 gallon per minute. The dry weight of the SUWP shall be less than 50lbs with replacement filters and the outside dimensions shall not exceed (LxWxD): 25"x20"x12". Operating the system should be fast and simple; requiring minimal user training. If power is required, the system must operate on a nominal voltage of 24 to 28 Volts DC. At their own expense, interested vendors should obtain a copy of the P248 Protocol from NSF International by contacting Ms. Nikki Beetsch at (734) 913-5718 or Beetsch@nsf.org. Vendors shall test their SUWPs in accordance with the P248 Protocol at an appropriate certified U.S. laboratory and provide MCWL with the test plan for review and approval prior to test initiation. The water volume to be tested shall not be less than 2000 Liters and equally divided between General and Challenge Test waters. Sources capable of fully satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability by 30 JAN 2009. At a minimum, this information should include: 1) identification of your company or organization, 2) your company's or organization's assertion of existing, full capability to meet proposed requirements, 3) existing data to verify device capabilities, 4) business/contracts/marketing office point(s) of contact information, 5) notification of business size and/or special status and 6) identify if system is underdevelopment or deployed by any government department or agency, and 7) any additional information that may be useful to the successful procurement of the requirements, if solicited. Final response date with laboratory test results is 30 APR 2009. This market research announcement should not be considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published on the Navy Electronic Commerce Online (NECO), Federal Business Opportunities (FBO), and NSWC-PC Internet.
