- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable and otherwise responsible small business firms that would be interested in submitting offers for this anticipated solicitation. This includes firms that are certified as HUBZone small business concerns and/or small disadvantaged business concerns under the 8(a) program in addition to service disabled veteran owned small business. Additional information related to small business programs can be found at the http://www.sba.gov//index.html. The General Services Administration (GSA) Northeast and Caribbean Region (R2) is conducting a market survey for Construction Excellence for Interior and Exterior Alternations for the U.S. Courts at the Jose V. Toledo U.S. Courthouse, located at Recinto Sur and Tanca Streets Old San Juan, San Juan Puerto Rico. The current Estimated Construction Cost for this anticipated requirement ranges from $1,000,000 to $5,000,000. The North American Industry Classification System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $31.0 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. The estimated project construction duration is twelve (11) months after NTP. The 103,933 square foot Jose V. Toledo U.S. Courthouse is an historic structure listed on the National Register of Historic Places. The building houses the U.S. Bankruptcy Court, the U.S. District Court and a number of executive agencies. Originally construction as a Post Office and Courthouse in 1914, the building was enlarged in 1940. The earlier three story portion of the courthouse was designed in Spanish Colonial style between 1906 and 1908, by the Office of the Supervising Architect of the Department of the Treasury. When completed, it was the first significant federal building in Puerto Rico. The later six-story Art Moderne addition was designed by the Department of Treasury’s Public Buildings Branch. The entire building was extensively renovated in 1999. The scope of work will include, but not limited to the following work items in Phase 1 of the work: •Selective demolition of the former U.S. Post Office space on the first floor of the building. •Construction of new offices for the Clerk of the U.S. Bankruptcy Court in the former post office space. •Installation of new windows along the North and West Loggias of the Courthouse, at the perimeter of the new offices for the Clerk of the U.S. Bankruptcy Court. The scope of work will include, but not limited to the following work items in Phase 2 of the work: •Selective demolition of the former officers of the Clerk of the U.S. Bankruptcy Court •Construction of new judicial chambers in the location of the former offices of the U.S. Bankruptcy Court. The Government will award a contract resulting from this solicitation to the lowest price technically acceptable firm. All offerors responding to this RFP must be registered in the Central Contractor Registration (CCR) before they can be considered for award. Information concerning CCR requirements may be viewed via the Internet at www.ccr.gov or by calling 1-888-227-2423. This contract will be procured under the Federal Acquisition Regulations (FAR) Part 15. Award of the contract is contingent upon funding approval. If you are an interested General Construction Contractor, please provide a response to the questions below and provide with your Written Letter of Interest. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1.Do you meet the Small Business Standard (average annual receipts less than $31,000,000 for the past three (3) years)? Otherwise, indicate if you are a large business firm. 2.Is your firm an 8(a), Hubzone Small Business and/or Service Disabled Veteran-Owned Small Business (Please indicate the applicable representation(s)? (for additional information on small business size standards and small business programs, please visit www.sba.gov). 3.In the past ten (10) years, has your firm completed a minimum of three (3) similar construction projects demonstrating Interior and Exterior Renovations on buildings as described in the scope of work? Provide a brief description of the work performed regarding your experience in Interior and Exterior Renovation projects. Also, include the total construction cost, location, and a reference name and telephone number. 4.Describe your experience working on historic buildings listed on the National Register of Historic Places? Companies who have the necessary construction experience, as well as an interest in this project, should submit a statement of capabilities, which is not a proposal, but rather a short statement regarding the firm’s expertise and experience on projects similar in scope to the one described in this notice. Firms should indicate eligibility for SBA programs and whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a) or Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
