- Washington Headquarters Services Acquisition and Procurement Office intends to solicit on a Sole Source basis under the statutory authority permitting Other than Full and Open Competition 10 USC 2304 (c)(1), implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to American Science & Engineering, 829 Middlesex Turnpike, Billerica, MA 01821, performing X-Ray Maintenance for the following machines: QUANTITIESMAKE & MODEL 1166Z+ 2GEMINI 1101Z 1101Z OPEN 1101XL The machines are located on the Pentagon Reservation and buildings within the National Capitol Region. The X-Ray machines are manufactured by AS&E. AS&E is the only authorized vendor that can perform maintenance on the equipment. The risk of having another vendor perform the repairs would risk the chance that the equipment will not operate as the manufacturer intended and would be costly to the Government. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. You may forward a copy of your company’s Capability Statement. The capability statement shall include the following: a.Past Performance for same or similar projects; b.Dollar amount and volume of projects performed; c.Current Security Clearance status. Incomplete capability statements will not be honored. Request for copies of solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities responding to this requirement, no later than January 8th, 2009 by 4:30pm EST. All information submitted is furnished at no cost or obligation to the Government. Responses must be submitted by eMail to Melvina.McNeill.ctr@whs.mil or via fax at 703.696.4164. Responses must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered.
