- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a total small business set-aside. This solicitation number is RFQ841941 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health (NIMH) has a requirement for lodging and meeting space for September 9-11, 2009. The meeting space is to be more than an hour's drive from the NIH campus in Bethesda, Maryland. The hotel or conference space will house approximately 400 participants overnight The NIMH requires a minimum of 20 "Run of House" rooms (9/09/2009) and 53 "Run of House" rooms (9/10/2009), 117 doubles (9/10/2009). In addition the NIMH also requires easily accessible registration tables with nearby storage rooms for general sessions, theater style seating for 400 participants for both days, and three breakout rooms for 09/10/09. On Site AV support ( including LCD projectors, sound, and microphones) along with a theater size screen in the general session room and 8'x10' screen or larger in dining hall for lunch and dinner on Thursday and lunch on Friday. A foyer is also needed to accommodate 14 poster boards (4'x8') and 10 smaller boards (4'x6') Meals are to be kept within federal meal per diem for Fiscal Year 09. 9/9/09: dinner for 20 in full service restaurant, 9/10/09: continental breakfast, buffet lunch, sit down dinner, 9/11/09: buffet breakfast, banquet style lunch. Specific evaluation criteria, in order of importance, are: (1) Ability to meet the technical specifications (2) ability to provide the meeting and lodging space for the stated meeting dates (9/9-11/2009) and (2) past performance. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
