- The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) anticipates a contract requirement to provide 116 sets of windows for the MK 48 MOD 0 Electro-Optical Sight that is a subsystem to the MK 38 MOD 2 25mm Machine Gun System. The windows will require scratch resistant coatings, anti-reflective coatings and conductive coatings applied in the proper sequence to provide maximum transmission and minimum reflection. One window will be utilized in the wavelengths of 470 to 750 nanometers with transmission greater than or equal to 90%. This window will have basic dimensions of 115mm in diameter and 5mm thick. The other window will be utilized at the wavelength of 1.54 micrometers with transmission greater than or equal to 70%. Its basic dimensions will be 110mm in diameter and 5mm thick. The durability of the windows will be tested per MIL-C-48497. Both windows will be made from BK-7 glass as the substrate. The conductive coating will be Indium Tin Oxide (ITO) an! d have a maximum sheet resistance of 20 ohms per square. Complete specifications are included in Attachment 1. The primary North American Industry Classification System (NAICS) code for this procurement is 333314. A Firm Fixed Price contract is anticipated. Any offeror must meet the critical required delivery date and location is as follows: 8 sets 12 weeks after receipt of order and then 12 sets per month for the next 9 months. The conductive coating is applied by thickness and this thickness equates approximately to a sheet resistance. First Article Inspection will be required to ensure that the conductive coating thickness meets requirements and can be applied to the subsequent units. Offerors must be able to meet First Article requirements and critical required delivery schedule. It is requested that all interested business concerns respond with a Capability Statement of a maximum of 4-pages to be used to determine their capability to meet this requirement. The Capability Statement shall succinctly address the following two items to demonstrate the contractor's capability to meet the above specifications: (1) The contractor's technical ability, or potential approach to achieving technical ability (2) The contractor's capacity, or potential approach to achieving capacity, to conduct the requirement in accordance with the Attachment 1. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Demonstrated technical ability and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor's approach to demonstrate capability. Demonstrated performance must have been carried out within the preceding 2 years. NOTE: Only information provided in the written Capability Statement shall be considered.
