- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial supply: Initiating Propellant (Standard Grain) for the MK 48 Torpedo. This requirement is for CLIN 0001: 43 Each First Article Initiating Propellants (Standard Grain) plus five Ballistic Grains in accordance with (IAW) drawing 2508738 and associated drawings. First Article will only be required for NON-APPROVED sources; the First Article will be waived for APPROVED sources. CLIN 0002: Production Lot Samples for each production run of Initiating Propellant, Stepladder Quantities of 12, 24, or 36 Each, depending upon the production amount procured, IAW drawing 2508738 and associated drawings. CLIN 0003: Production Deliverables for Initiating Propellant, Stepladder Quantities of 488, 976, or 1464 Each IAW drawing 2508738 and associated drawings. CLIN 0004: Performance Oriented Packaging Report. CLIN 0005: Contract Data Requirements List for Data items: 0001, 00! 02, and 0003, Production Samples, Production Deliverables, and the Performance Oriented Packaging Report. All four CLINs (0002, 0003, 0004, and 0005) will have four option quantities which will be labeled CLINs 0006 through 0021. Offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor is to be based on other than the lowest price, technically acceptable offer. Best value is determined by the tradeoff of price and other factors as set forth in the solicitation. The solicitation number for this requirement when issued will be N00253-09-R-0007. It is anticipated that the resultant contract will be firm-fixed price and will include a base plus four option quantities. This requirement is unrestricted with an applicable NAICS code of 325920 with a small business standard of 750. The procurement will be for full and open competition. Large Businesses are required to submit a Small Business Subcontracting Plan with their offers. ! Offers shall be for FOB Origin with inspection at the source and acceptance at the destination. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted Drawings and Technical Information are available through FedBizzops as an attachment to this solicitation. It is anticipated that the solicitation will be issued 21 January 2009. The closing date of the solicitation will be 20 February 2009, unless a later date is specified in the solicitation. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. Offerors wishing to submit an offer are responsible for downloading the Request for Proposal (RFP) from this website and to frequently monitor the site for any amendments to! the RFP. No telephone or fax requests for the RFP package will be accepted. No bidders list will be maintained by this office. No paper copies of the RFP / amendments will be mailed. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposals may render your offer non-responsive and result in rejection of the same. The offeror must have a current registration in the DOD Central Contractor Registration database (http://www.ccr.gov).
