- Presidential Aircraft Recapitalization (PAR) Program Sources Sought Synopsis CAUTION: This announcement is released to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements of the next generation Presidential fixed-wing aircraft for use by the President of the United States and the President's staff and guests. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. Attached is a description of the PAR aircraft requirements and a Contractor Capability Survey which must be submitted to the POCs by 28 Jan 09. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's ability to meet these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3. Both large and small businesses are encouraged to participate in this market research. Joint ventures or teaming arrangements are encouraged. 4. REQUIREMENTS DESCRIPTION Presidential Aircraft Recapitalization (PAR) PURPOSE/DESCRIPTION The United States Air Force is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements of the next generation Presidential fixed-wing aircraft. The current VC-25 Air Force One, based on the 747-200 airframe, was purchased in 1987 and delivered in 1990 with a 30 year design life. As 747-200s have been retired from airline service, parts and maintenance are becoming increasingly expensive. The Air Force conducted an Analysis of Alternatives to examine if it would be more cost effective to maintain the current Air Force One, or to buy a new aircraft. Given the diminishing parts supplier base, increasing maintenance time, and system upgrades that would be necessary to meet future air traffic control requirements, it was found that replacing the VC-25 was the most cost effective option. The PAR aircraft will be a new-build, commercial derivative, wide-body aircraft, uniquely modified to meet the current and projected requirements for the worldwide transportation of the Office of the President. Modifications regarding passenger communications, information systems, interior work & rest environment, and aerial refueling must be accomplished before delivery of the aircraft. The delivery of the first operationally capable aircraft is required in FY17, with delivery of the second and third aircraft in FY19 and FY21, respectively. The PAR aircraft must maintain the highest possible mission capable rate. The PAR aircraft will provide the President of the United States, staff, and guests with safe and reliable air transportation with the appropriate level of security and communications capability. Mission communications must provide secure, interoperable command, control, and communications, using net-centric architectures. The interior must provide a work and rest environment suitable for the President, guests, and traveling staff. The interior configuration must provide the President with ample work and conference areas (including sleeping, lavatory, shower, and dressing areas). The interior must be accessible to the physically impaired. The interior must be configured with galleys that provide the aircrew with the capability to prepare, serve, and store food and beverages. It must also provide for housekeeping and waste disposal. The modified aircraft will be Federal Aviation Administration (FAA) certified, and will meet projected aviation requirements to conduct worldwide flight operations in all civil and military airspace as defined by the FAA, International Civil Aviation Organization (ICAO), and Department of Defense (DOD). Capability Survey Questions If your company can satisfy our requirement for a modified wide-body aircraft either directly or via partnerships or collaboration, please answer the following questions. General Capability Questions: Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). Describe your company's capabilities for generating, handling, processing and storing classified material and data. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items. Describe your capabilities and experience in managing hardware and software development projects, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis and cost management. Hardware Production Questions: Describe your capability and experiences in the manufacturing/fabrication of components. We may be interested in visiting your fabrication/modification facility. Please provide a point of contact to schedule a site visit. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9000, QS-9000, EIA-599, or otherwise). Systems Engineering Design and Integration Questions: Note: for each of the following Systems Engineering Design and Integration questions, please provide specific example(s) of the product, service, and/or requested information. One requirement is to efficiently cool a wide-body aircraft while minimizing the size and weight of the cooling system. What experience and capabilities do you have to maintain a wide-body aircraft interior at 70oF ± 2oF for extended operations both in flight and on ground in all climatic extremes? What experience and capabilities do you have to provide an advanced digital cockpit and/or in-flight information (IFE) systems on a wide-body aircraft? What experience and expertise do you have in engineering modifications to wide-body aircraft so they can operate in smaller airports (e.g., mitigate pavement loading issues, decrease turning radius, decrease take-off field length, or increase maximum weight at landing)? What experience do you have in forming partnerships (or being a part of) in meeting the needs of aircraft systems? Do you expect to form or be a part of a partnership in meeting the need for this aircraft system? What experience, expertise, and capabilities do you have in modifying aircraft with multiple (two-or more) on-aircraft auxiliary power units (APUs), each capable of being started and operated in flight? What experience, expertise, and capabilities do you have in accomplishing electrical power upgrades to provide engine-delivered power for the mission package, above and beyond green aircraft power needs, in addition to the redundant APUs? What experience and expertise do you have in LOPA (Layout of Passenger Arrangements), e.g., lavatory and galley placement? What experience, expertise, and capabilities do you have in accomplishing sound dampening modifications to a wide-body aircraft to allow for normal voice conversations across large partitioned areas of the fuselage, during all phases of flight? What experience do you have in developing and integrating line-of-sight and non-line-of-sight communications systems, capable of both secure and non-secure data, voice, and video on an aircraft? Software Development Questions: Is your company's software development processes certified to the Carnegie Mellon Capability Maturity Model? If so what level of certification have you achieved, who performed the certification, and what is the date of your certification? Describe your capabilities and experience in managing software development projects, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis and cost management. Commerciality Questions: Is your product a commercial item as defined in FAR 2.101 or is it a variant of one? Please describe how your product meets this definition? Is your product available commercially? If you offer this product and/or service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? Could our requirement be satisfied by either or both under similar terms and conditions? Briefly describe any differences.
