Description
United States Special Operations Command (USSOCOM) intends to issue a Request for Proposal (RFP), H9222-09-R-0014, for approximately 1,625 Commercial off the Shelf (COTS) Lightweight All Terrain Vehicles (LTATVs). This procurement will be accomplished using full and open competition procedures for COTS LTATV that will result in a five year Indefinite Delivery Indefinite Quantity (IDIQ) type of contract. The LTATV will operate worldwide on primary roads, secondary roads, cross country, trails, and in an urban rubble environment. Operations will be conducted around-the-clock in hot, basic, and cold climates. This requirement has four KEY PERFORMANCE PARAMETERS (KPPs) areas: 1. Survivability. a. The LTATV shall have occupant seats that are placed side by side. b. The LTATV shall have the ability to seat two occupants (KPP) or three occupants (O). c. The LTATV shall have a safety roll cage to protect all occupants in the event of a roll over. 2. Automotive Controls. The LTATV shall have standard automotive steering wheel and foot pedal controls, not handle bars and hand controls. 3. Powertrain. a. The LTATV shall be capable of shifting from two wheel drive mode to four wheel drive mode with a single control that is within reach of the driver. b. The LTATV shall be capable of locking the differentials from the driver's seat. 4. Acceleration. The LTATV shall be capable of accelerating from 0-30 mph in 10 seconds (KPP), 5 seconds (O) at Gross Vehicle Weight (GVW) on a flat paved surface. The full specification will be detailed when the final RFP is posted on FEDBIZOPPS website. All responsible sources may submit a proposal for consideration. Vehicles will be evaluated in accordance with the RFP. The North American Industry Classification System (NAICS) is 336112 with a small business size standard of 1000 employees. It is the responsibility of all interested parties to continually monitor the website to stay informed.
