Description

The Department of Commerce/National Institute of Standards and Technology intends to negotiate and award purchase order on a sole source basis with MAX DOLINSKY AND ASSOCIATES, 8165 Inverness Ridge road, Potomac, MD 20854, to provide software maintenance renewal for CHED – CHEMICAL EDITOR. CHED is the exclusive intellectual property of MAX DOLINSKY AND ASSOCIATES. It is the only chemical database / editor that can be fully integrated with mass spectral (MS) and gas chromatographic (GC) data. NIST has a large archive of such MS and GC data that is routinely used in developing release versions of NIST data products. CHED is the only product for which source codes are available. The period of performance shall be 04/01/2009 through March 31, 2010. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b). Interested concerns that can offer renewal for CHEM-CHEMICAL EDITOR may identify their capabilities by submitting a capability statement that demonstrates in written narrative format their ability to meet the requirement and objectives as described in this synopsis. Capability statements may be e-mailed to maria.gray@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation.
