Description
REQUEST FOR INFORMATION (RFI) ENERGY STRATEGIC PLAN AND TEMPLATE FOR MARINE CORPS BASES NORTH CAROLINA. PLEASE DISREGARD THE FOLLOWING SOLICITATIONS FOR REQUEST FOR INFORMATION: M0026409R0005 AND M0026409R0006. This RFI is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of obtaining market information. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to pro! cure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and response to this notice cannot be accepted as an offer. 1. General The U. S. Marine Corps (USMC) plans to assess strategic opportunities to optimize use of energy sources and technologies at Marine Corps installations within geographic, physical, technological, security, legal and market constraints at those installations. From this assessment, we want to create a template that can be used again for planning and developing energy and water reduction projects including projects that increase the utilization of renewable energy resources. We plan to have this review initially for Marine Corps Base Camp Lejeune and Marine Corps Air Station Cherry Point in order to obtain a regionally oriented review. By strategic assessment, we intend this effort to address long term issues of energy supply, use, and cost to meet our need! for reliable, available energy resources to support our on-going Marine Corps missions at these installations. This is necessarily expected to be a broader and longer term evaluation than is typically conducted in this area 2. Statement of Need Statement (SON) In order to better describe our energy strategic plan and template requirement and define our acquisition strategy, we are publishing this RFI as part of market research to learn and leverage best commercial practices. For project planning and information gathering, the attached Statement of Need (SON) provides a scope and a set of tasks describing our current understanding of the type of study we desire to have done. We seek comment on the approach and desired outcome as well as information on similar studies and results performed for others that align with the apparent goals of the SON. Comments should address the SON from a view that an eventual awardee will be expected to offer a point of view and synthesize recommendations based on knowledge of energy technologies, markets and regi! onal variables and constraints. These recommendations can be expected to guide energy decisions by the Marine Corps in the region for years to come. 3. Information Needed All industry is invited to provide comments on this RFI. Information obtained from this RFI will be used within the USMC and will not be disclosed outside of the agency. With regards to the attached SON, please provide comments/answers to the following: a) Identify a point of contact of someone who can address questions regarding the information you submit (Name, telephone, email, fax). b) Provide suggestions, comments, ideas regarding this process and the task areas identified in the draft SON. We are particularly interested whether the identified task areas provide sufficient detail and information for you to develop a thorough and well-informed proposal. c) Provide, by task area, a capability statement that clearly supports how the industry in general, or your firm specifically, is capable of meeting th! e requirements in each task area. Provide examples of similar past work accomplished to meet identical or similar requirements in each task area. Please describe the estimated annual and total cost for performing identical or similar requirements. d) If you are not capable of performing work in all task areas, how would you obtain the expertise needed to accomplish the work? Which task areas would require additional expertise? e) Discuss what if any areas of the SON you find vague or require further clarification. f) Provide information on whether or not commercial services or, to the extent commercial services or items suitable to meet the USMC's needs are not available, nondevelopmental services or items, are available that could meet the USMC's requirements, could be modified to meet the USMC's requirements, or could meet the USMC's requirements if those requirements were modified to a reasonable extent. 4. How to reply Firms interested and/or experts desiring to furnish information should do so not later than 23 January 2009. Responses to ! this RFI should not exceed twenty five (25) pages.
