Description
STATEMENT OF WORK Grease Trap and Waste DisposalSUBJECT: The contractor will provide grease trap cleaning and waste disposal for the United States Penitentiary (USP) and Federal Prison Camp (FPC) located in Pennington Gap, Virginia. Contractor is to remove grease andfood waste on the scheduled dates and times from the institution's grease trap at the USP and the FPC. PLACE OF PERFORMANCE: Services will be performed on-site at USP Lee and the FPC located at Lee County Industrial Park, Hickory Flats Road, Pennington Gap, VA 24277. The grease traps are located at the rear dock of the USP and the rear dock of the FPC. SCHEDULE: The contractor will be required to perform removal services of grease and food waste every six (6) weeks between the hours of 11:00 p.m. and 4:00 a.m., local time, beginning Sunday. SUPPLIES: The contractor will provide the truck and equipment capable of handling the removal and transportation of waste for disposal. METHOD OF PERFORMANCE: The contractor will be required to provide grease trap cleaning and removal services for USP Lee and the FPC. The contractor will pump out and clean the grease traps and dispose of the waste in accordance with all city/county, State, and Federal requirements. All materials located within the container upon removal become the property and responsibility of the contractor to dispose of in a lawful manner. The grease traps hold approximately 9,000 gallons. Cost of pick-up and disposal per gallon shall be included on billings. INSTITUTION SECURITY: The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. Access to the containers will be available only during the scheduled hours, unless prior approval of the Contacting Officer's Technical Representative (COTR) is obtained. SPECIFIC REQUIREMENTS: The contractor shall be licensed/permitted by the State of Virginia and will provide evidence of proper waste disposal, in accordance with all current Federal, State, and local codes, laws, and requirements regarding the disposal of solid waste. SCHEDULE OF ITEMS/CONTRACT PRICING Terms of the contract will be for an 8 month period or end of fiscal year 2009, whichever is less. This is a contractual arrangement, not a personal appointment. Payment is based on the provision of an end product or service or the accomplishment of a specific result; results to be obtained will be entirely within the contractor's own unsupervised determination. The contractor will not be subject to Government supervision. The contractor is required to complete all tasks outlined in the Statement of Work. The Davis-Bacon Act is applicable to this contract. Payment terms are net 30 days, from the end of month worked, after receipt of an approved invoice. The Government will not withhold any taxes and the Contractor is not entitled to any benefits. Quoters are required to submit a Schedule of Items, located below, Pursuant to FAR 17.203(b), the Government's evaluation shall be inclusive of options depending on the quantities actually ordered and the dates when ordered and dates when ordered. These estimates are not a representation to an offeror or contractor the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal (FAR 16.503(a)(1).
