- NATO Kosovo Force Headquarters (HQ KFOR) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of intelligence, surveillance, and reconnaissance (ISR) services for KFOR. The contractor will provide ISR services as tasked in support of the KFOR mission within Kosovo airspace. Eligibility is limited to firms that have been approved for participation in NATO International Competitive Bidding (ICB) and that have performed at least one contract within the last three years substantially similar in scope to the requirement described in the solicitation. HQ KFOR is serving as the contracting agency for this project, which was authorized by the MBC. HQ KFOR intends to use the double envelope bidding procedure. Partial bidding is not authorized. This is a firm-fixed price contract. The period of performance will have a phase-in of 45 calendar days, with a base year from 01 July 09 to 30 June 10 and four one-year options (01 July 10 - 30 June 11, 01 July 11 - 30 June 12, 01 July 12 - 30 June 13, 01 July 13 - 30 June 14). The estimated value of this project is Euro 5.1 million per year. The reference for this project is IFIB-ACO-KFOR-09-24. The Department of Commerce will be using the same reference. This project is NATO CLASSIFIED. Only firms with a current facility security clearance will be nominated to the bidders list for this project. The delivery location is HQ KFOR, Film City, Pristina, Kosovo. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: the title and/or solicitation number of the project the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. Using the contact information indicated on the DOE, the NATO contracting agency will contact the firm directly when the IFIB has been issued. Deadline for requesting Declaration of Eligibility: 09 February 2009 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2.
