Description
The United States Department of Transportation, Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center), intends to issue a competitive Request for Quotation (RFQ) in accordance with FAR Part 13, Simplified Acquisition Procedures. This solicitation is 100% set-aside for small businesses. The Volpe Center developed route recommendations for local and express bus transportation service to communities on Cape Cod, Massachusetts. Called Flex, it is a hybrid service that incorporates a traditional transit bus service with a defined route, schedule, and bus stops and a route deviation concept that allows the bus to serve areas up to a mile from the defined route. The objective of this requirement is to obtain the services of a Contractor that has expertise on and around the Cape Cod, Massachusetts, region to develop, produce and distribute a Flex coaching video and develop and implement a Provincetown ferry/air service marketing program that coordinates with the Flex transit system for a seamless, car-free visitor experience. A detailed Statement of Work will be set forth in the RFQ. The complete RFQ will be issued on or about January 26, 2009. The applicable North American Industry Classification System (NAICS) code for this requirement is 541613. The size standard is no more than $6.5M. The solicitation and any document related to this procurement will be available on the Internet; these documents will be available in text format and reside on a WWW server, which may be accessed using a web browser. The WWW address, or URL, of the Volpe Center Acquisition Division home page is: http:www.volpe.dot.gov/procure/index.html. Offerors desiring to receive electronic notification of the solicitations posting and availability for downloading must register at the Volpe Center website. Offerors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. Telephone inquiries will not be honored. The Government will not pay for any information received. All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT agency. Contractors may access the CCR website at http://www.ccr.gov to register and/or obtain information about the registration process. In addition, solicitation Representation and Certifications are no longer included in solicitation documents and now must be completed online via the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulation (FAR). Prospective offerors are highly encouraged to complete the online provisions within the Representations and Certifications at the ORCA website: https://orca.bpn.gov. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. Attention: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
