Description
Purpose: The intent of this sources sought notice is to identify potential qualified offerors that are interested in and capable of performing the work described herein. The Department of Homeland Security, Immigration and Customs Enforcement, Federal Protective Service, East Consolidated Contracting Group (ECCG) will use the response to this sources sought notice to make acquisition decisions for the planned firm fixed price/Indefinite Quantity contract (i.e. solicit as competitive set-aside or unrestricted). This is NOT an announcement of availability of a solicitation. The government does NOT intend to award a contract on the basis of responses not otherwise pay for the preparation of any information submitted in response to this source sought notice. Acknowledgement of receipt of responses will NOT be made, nor will respondents be notified of ECCG’s evaluation of the information received. Scope of Requirement: All federal buildings are required to comply with HSPD-12 requirements. The subject project is to upgrade the existing MDI security equipment at the Ronald Reagan Building in order to comply with this Presidential Directive, and to provide security equipment maintenance (i.e. corrective and preventative maintenance) as well as administration of the systems (duties include but are not limited to Training of contract guard & customer personnel on proper operation of CCTV Equipment and Alarm System Monitoring Station, coordinate with the customer Agencies to verify appropriate building access privileges, and any other duties as assigned.) The Ronald Reagan Building is a high visibility, large complex. The contractor will be required to provide all management, supervision, manpower, labor, parts, supplies, tools and test equipment, lifts, ladders, packaging, and shipment of items as necessary in order to perform the services. The contractor shall plan, schedule, coordinate, and ensure effective performance of all maintenance services and emergency responses. The contractor must provide technical and professional personnel as required/needed to perform work specified in the SOW. The contractor must be capable to provide, install, program and service current equipment to insure compatibility. The contractor may be required to have up to a Secret clearance. Instructions to Interested Parties: Firms interested in this project are required to submit the following documentation electronically to Denise.Morales@dhs.gov on or before COB January 16, 2009. 1) A maximum of one page corporate summary and expression of interest; 2) A maximum of three references of projects completed the last 5 years of similar scope (i.e. HSPD-12 related work) and size (i.e. quantity of equipment worked with). Include a brief description, location, date completed, dollar value, POC information. Clearly identify if your firm was the prime or subcontractor. 3) Identify if your firm has a GSA contract under Schedule 70 or if your firm has any other MAS contract that Provide the contract number and effective dates. 4) Declare your small business size (i.e. Large, Small, HUB Zone SB, etc.) and provide proof of SBA certification for either an 8(a) or HUB Zone status.
