Description
National Cancer Institute (NCI) plans to procure on a sole source basis, services for co-sponsorship: “25 Years after Discovering HIV as the Cause of AIDS” scientific symposium, with the University of Maryland School of Medicine (UMSOM); 100 North Greene Street; Baltimore, Maryland 21201. The supplies and services herein are commercial as described in FAR Part 12 and the supplies and services are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System Code is 541990 and the business size standard is $7M. After the first cases of AIDS were reported, the NCI’s Laboratory of Tumor Cell Biology, as well as other laboratories worldwide, then led by Dr. Robert Gallo, pursued the hypothesis that this new disease might also be caused by a human retrovirus. This work resulted in the development of a blood test for HIV developed by a team led by Dr. Gallo while working at the NCI. The Institute of Human Virology, now a University of Maryland School of Medicine Institute, uses multidisciplinary research, educational, and clinical programs working together to expedite the scientific understanding of HIV/AIDS pathogenesis and to develop therapeutic interventions to make virally-caused cancers manageable, if not curable, diseases. Contractor Requirements: This is a co-sponsorship agreement between the NCI and UMSOM. NCI and UMSOM shall develop a list of critical participants, agenda topics, and format; identify speakers and extend joint invitations; and establish the scientific committee to review and select abstracts and individuals to give presentations. UMSOM and IHV is the only source known to the NCI that has a co-sponsorship agreement in place and that can provide the services and health care professional participants required for this prestigious event. NCI and UMSOM IHV’s Dr. Gallo are a renowned authority on HIV/AIDS that can attract the targeted attendees and participants to this symposium, due to the networking opportunities inherent in a symposium of this caliber. UMSOM IHV is critical to the success of this symposium because of Dr. Gallo’s and NCI’s stature in the scientific community. In addition, UMSOM IHV has been intimately involved with AIDS research since its establishment in 1996 and has an in-depth network of leading scientists who will be actively involved for panel participation and the like. Period of Performance shall be from award through eight (8) months. Only one (1) award will be made as a result of this solicitation. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 11:00 AM ET January 21, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
