Description
The Spacelift Range Group (LRRG) Program Office is releasing a draft Request For Proposal (RFP) for Systems Engineering and Integration. For this acquisition, the anticipated NAICS code is 541712 (size standard 1000 employees). Responses and Comments should be addressed to the Contracting Officer, Ms Lin S. Jensen, Space & Missile Systems Center, at Los Angeles Air Force Base, 483 N. Aviation Blvd, El Segundo, CA 90245. This announcement is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. The purpose of this announcement is to exchange preliminary information with industry and to solicit feedback on the Government's draft RFP and acquisition documents for the LRRG SE&I effort as part of the Government's ongoing market research. To help develop an appropriate acquisition strategy and a clear and effective RFP for the SE&I contract, the LRRG Program Office is soliciting industry inputs on the following topics: 1) the Performance Work Statement, Instructions to Offeror (Section L), evaluation criteria (Section M), incentive fee plan, contract deliverables, and any other aspects of the RFP; 2) Organizational Conflict of Interest issues. Contractors must document and submit all critical comments/input in writing by 1200 PST on 02 January 2009. Non-critical or general RFP document comments will be accepted through 06 January 2009. All input shall be submitted to SMC/LRSW/PK(LRRG), 483 N. Aviation Blvd., El Segundo, CA 90245-2808, Attn: Ms. Lin S. Jensen, Contracting Officer or via email at lin.jensen@losangeles.af.mil. Responses must be marked appropriately; justification must be provided for any portion marked as proprietary or for other restrictions on their use. Response from small and small, disadvantaged firms are encouraged. After 06 January 2009, the collective non-proprietary questions and responses will be consolidated and posted to FEDBIZOPPS website. The final RFP will be released no earlier than 15 days from publication of this notice. This announcement is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government.
