- The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/Missile and Space Intelligence Center (DIA/MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 intends to issue two separate small purchase orders to Auburn University, 107 Samford Hall, Auburn, AL 36849-0001. The first order shall be for one (1) year to evaluate the Computational Fluid Dynamics (CFD) methodology utilized at MSIC for producing aerodynamic databases which are incorporated into simulation programs to predict missile aerodynamic performance. The second order shall be for one (1) year to research flowfield visualization techniques. The effort will involve applying the Proper Orthogonal Decomposition (POD) technique to a small missile-like body to demonstrate 2-dimensional and 3-dimensional flowfield characteristics There are two separate services for twelve (12) months from date of award, each. FAR solicitation provisions 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.204-2, Security Requirements; 52.222-41, Service Contract Act of 1965; 52.232-1, Payments; 52.246-4, Inspection of Services - Fixed Price; 52.249-5, Termination for Convenience of the Government (Educational and Other Nonprofit Institutions); and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. No solicitations shall be issued other than this notice. The Statement of Works (SOWs) for each order will be available at http://www.msic.dia.mil/contracts/contracts.html. Proposal submissions for one or both efforts are due NLT 1600 CST, 16 January 2009. All offerors interested in submitting must fax their proposals with details to MSIC, Kate Petek, Fax 256-313-7963 or email proposals to dimookx@msic.dia.mil.
