Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W81NTE83038501 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is set-aside for small business under NAICS code 334516, Size Standard 500. FAR provisions and clauses in this solicitation may be viewed at http://www.arnet.gov/far/. DFARS clauses may be viewed at http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The requirements in this solicitation: 1 ea Smartcycler System to include computer hardware & software. 1 yr Service contract for 1 year. Vendors offering other than the brand name product shall meet or exceed the following Salient Characteristics: A real time polymerase chain reaction (RT-PCR) machine with 16 independently controlled reaction sites per processing block. The instrument must be able to detect eight different dyes (FAM, Cy3, TET, Alexa 532, Texas Red, Cy5, Alexa 647, and EvaGreen), and can use up to four dyes in a single reation. The instrument must be factory calibrated to detect FAM in channel one; Cy3, TET, and Alexa 532 in channel two; Texas Red in channel three; and Cy5 and Alexa 647 in channel four. Each reaction site must be equipped with optics that detects FAM/Cy3/TxR/Cy5 at a limit of less than 2 nM. The RT-PCR system must meet the following parameters: a) heating ramp rates (max) of 10 C/sec from 50 C to 95 C; b) cooling ramp rates of 2.5 C/sec from 95 C to 50 C; c) temperature duration accuracy of 1.0 second from the programmed time; d) temperature accuracy of 0.5 C from 60 C to 95 C and e) melt curve programmable ramp rates of 0.1 C/sec to 1.0 C/sec. The system must include a desktop computer, with Life Science Software and a flat panel monitor, programmed with research application software that allows customization of assay parameters, Windows XP, Adobe application, Microsoft Office application. All programs must interface with the RT-PCR instrument for data analysis and customization of assays. The RT-PCR System must be compatible with all common probe technologies that are utilized in real-time PCR, including TaqMan, Molecular Beacons, Scorpion primers, Eclipse probes and LUX primers. The RT-PCR machine must be validated for detection protocols and extensively tested by the USDA to run High Pathogenic Avian Influenza (HPAI) protocols. Optimal dimensions for the processing block are: 12 w x 12 h x 10 l. Must include the following accessories: 4 polypropylene construction tube racks, a cooling block, a miniature centrifuge, 25uL reaction tubes equipped with no-leak closures (100), and a one year service contract which should include: a) annual calibration of instrument with the company paying for shipping charges; b) replacement of all parts for the entire system; c) provides a loaner instrument, at no additional charge, if system is not working or requires service. We must be able to cross walk the USDA gold standard test for HPAI onto the militarys existing ruggedized PCR platform. In order to do this we must be able to duplicate the USDA gold standard test for HPAI onto the military's existing ruggedized PCR platform. In order to this we must be able to duplicate the USDA gold standard test. The gold standard is currently validated on the Cepheid Smartcycler II by USDA. Delivery date is 02/09/2009. Place of delivery and acceptance is Brooke Army Medical Center, 3851 Roger Brooke Drive, Ft Sam Houston, TX 78234. FOB destination is preferred. Evaluation factors at 52.212-2 (a) are Lowest price, Technically acceptable (compliance with the requirements of FAR Clause 52.211-6 if vendor offers an Equal Product. Vendors shall include a completed copy of FAR provision 52.212-3 as outlined therein.
