Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-09-T-0114 and it is issued as a Request for Quotations (RFQ). This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-29. The Government intends to award a firm-fixed price Purchase Order resulting from this combined synopsis/solicitation to be delivered at USA Aberdeen Test Center located at Aberdeen Proving Ground, Maryland. The requirement is for the following items: The CLINS are as follows: CLIN 0001 Leica HDS6000-3D Laser Scanning System without laptop Part Number 6000534, Brand name or equal, Quantity 1 each. Laser Scanning System and accessories must be compatible with current HDS3000 system. CLIN 0002 CCP Silver for HDS6000, Part Number 6001464 (1 Year Component with new hardware purchase, Quantity 1 each; CLIN 0003 Tribrach with optical plummet, Part Number 575733, Quantity of 1 each; CLIN 0004, Tripod heavy duty surveying, Part Number 670238, Quantity 1 each; CLIN 0005 HDS6000 Professional black/white target package, Part Number 6001042, Quantity 1 each; CLIN 0006 Cyclone Register Software module, Part Number 760732, Quantity 1 each; CLIN 0007 CCP Basic for Cyclone Register (1 Year), Part Number 6001225, Quantity 1 each; CLIN 0008 Panasonic Toughbook CF-19, Part Number 670270, Quantity 1 each. The following provisions and clauses are incorporated by reference: 52.209-6 Protecting the Governments Interest When Subcontracting with Contractors Debarred, Suspended or Proposed for Debarment 52.211-6 Brand name or Equal 52.212-1 Instructions to Offerors-Commercial Items 52.212-4 Contract Terms and Conditions - Commercial Items ADDENDUM to 52.212-4 52.223-11 Ozone-Depleting Substances 52.247-34 F.O.B. Destination; Acceptance shall be at Destination 52.212-2 Evaluation Commercial Items The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). A technically acceptable offer is required to fully meet all the salient characteristics in W91ZLK-09-T-0114 Specifications. The technical evaluation will be a determination based on the information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the quotation. The Government reserves the right to make an award without discussions. 52.212-3 Offerors Representations and Certifications Commercial Items An offeror shall complete only paragraph (l) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (k) of this provision.
