- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to provide performance management software and support for the Food and Drug Administration (FDA). The minimum requirements for the software are as follows: (1) System Setup: a) System must allow for the setup of multiple frameworks (i.e. Strategic Goal Categories) for each functional area in the organization. b) System must allow for the management, storing of measurements and tailoring each distinct framework (Strategic Plan, Balance Scorecard, Service Level Metrics, President’s Mgmt agenda, etc). c) Each functional area must be able to manage their framework and allow the user the ability to track metrics within each distinct framework. d) Allows for roll based security for each user. Users of the system should be defined as the following: System Administrators, Super Users, or Standard Users. e) Allow for import of source data using ODBC or other formats. (2) System Usability: a) System should be menu driven and user friendly. b) System should be web based. c) Ability to link common reports throughout the organization for the executive to monitor performance within each functional office. d) Allow for a secondary tiered dimension in the framework to provide organizational drill down and allow an Executive to view the current state of the organization. e) System must be section 508 compliant. f) System must support emailing reports directly to users. g) System shall have the ability to produce real time reports that are predefined from imported data. h) System shall allow for the fetching of source data at a specific scheduled time. i) System shall allow the report builders the ability to cleanse the raw source data through SQL commands. j) System shall provide up to 4 collaboration cells for each measure. k) System shall be able to set up measures based on reusable templates. l) Allows for the creation of Business Strategy Maps, Cause and Effect Metric Diagram, Service Level Diagram, etc. Should allow users to tailor bar charts, line graphs, pie charts, column charts, etc. m) Modifications to the structure and definitions within the system can be made by super users.(3) Populating the System with Data Information: a) System must allow for multiple data imports to include user-friendly manual Data Entry of some measures. Multiple raw data imports such as MS Excel, MS Access, flat files, relational dbase, or delimited files (any defined delimiters). b) System shall scheduled imports from existing internal databases c) System shall have an indicator if update has not been made as planned (i.e. data missing) d) Access-controlled to cognizant individuals- easy to set up; Users can be granted or denied the ability to see and perform certain actions on any object in the system e) System shall have an audit trail. (4) Built in Reports. a) System shall produce reports dynamically once the data is imported for a specified period. b) Robust report drill down capability. c) Reports must display under performing metrics in a particular area. d) Provide summary spreadsheet and graphical charts. e) Must be able to use the copy and paste feature to extract graphical charts to another application such as Power Point or Word. F) Include text sections: Rationale for Goals and Targets, Actions. g) Easy to setup tailorable reports to meet the needs of specific user segments (e.g. executive manager, stakeholder review, employee communication) to ensure their interest areas are immediately accessible. (5) Customizable Reporting. a) Must be able to develop reports with any look and feel desired by FDA. b) Users must be able to interact with the customized reports c) Must able to track transactional data and be linked to performance measures d) Reports must be server based and real time e) System must be able to lock a report from any changes once approved by the stakeholders. f) Template driven for repeatable building and use. g) Users can customize their own elements in the system; can create and customize to display the measures that are important to them. The contractor is to provide the web server licenses for 50 users, consulting services, training and reports and provide customer support and maintenance for 4 years. The NAICS Code is 541511. The small business size standard is 23M. Interested small business must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government requirement that is stated above. However, be advised that generic capability statements & brochures are not sufficient to evaluate your capability statement effectively. Information submitted must be in sufficient detail to permit the government to determine whether your organization possesses the skills capabilities and experience need to perform the type of work contain herein. This notice is for planning purposes only, and does not constitute a Request for Quotation. This request is not to be construed as a commitment on the part of the Government to award a purchase order or contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Interested small business organizations that believe they possess the capabilities necessary to undertake this project should submit via email copies of their capability statement, addressing the areas above. Capability statements must identify the business status of the organization. RESPONDENTS MUST SUBMIT CAPABILITY STATEMENT VIA E-MAIL to Brenda K. Lee at brenda.lee@fda.hhs.gov no later than January 23, 2009 at 11:00 AM Eastern Time for consideration.
