- Special Notice 9 January 2009 Reference: S5105A-09-DCMA-SCM Exclusive Supply Chain Management Training for Department of Defense Contract Management Agency (DCMA). In accordance with FAR subpart 13.5, the Defense Contract Management Agency (DCMA) intends to issue a sole source contract to William and Mary, Mason School of Business under NAICS: 611310 – Colleges, Universities, and Professional Schools for DCMA Supply Chain Management Center (SCMC). This Special Notice is a follow-on to S5105A-09-DCMA-SCM. As stated on the original Special Notice, College of William and Mary will present Modules II, III and IV of the SCM courses to DCMA-SCMC. This Special Notice is to reiterate that College of William and Mary will also teach the courses (Modules I, II, III and IV) to DCMA-SCMC. To date, the estimated total amount of the contract is $287,000.00. The additional tasks will include “tweaking and modifying the curriculum based on course critiques.” In accordance with FAR 6.302-1(2) William and Mary, Mason School of Business is the only responsible source and no other services will satisfy the DCMA’s requirement. This is a follow-on requirement. William and Mary is teaching the courses to DCMA-SCMC personnel. It would be costly and untimely to the Government to solicit another source to deliver specific training program at this time. In addition, it has been DCMA-SCMC’s experience that other open enrollment programs fail to possess the breadth and depth of Supply chain Management needed for the DCMA. College of William and Mary, Mason School of Business can provide the level of detail and SCM program for an executive education program for the estimated cost and in such a short time. This is not a request for competitive proposals. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
