- UNITED STATES GOVERNMENT SEEKS LEASED OFFICE SPACE IN MT. PLEASANT, MICHIGAN The United States Government seeks to lease class A contiguous office space in Mt. Pleasant, Michigan. The space offered must consist of a minimum of 20,412 to a maximum of 21,432 rentable square feet, yielding a minimum of 17,750 to a maximum of 18,637 ANSI/BOMA usable square feet preferably located at street level. Delineated Area - The proposed space must be located within the city limits of Mt. Pleasant, Michigan or, at the discretion of the Contracting Officer, within Mt. Pleasant Township. Term - The proposed lease is for ten (10) years firm and should be fully serviced. Occupancy - Space must be ready for occupancy no later than October 1, 2010. Submission Requirements - Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): The building name and address or address and locations for sites, if applicable. The legal property description, recent survey, and property identification numbers (PIN). The location of space in the building and the date it will be available. A one-eighth inch scale drawing of space offered. For unimproved sites, provide a site plan (to scale) and location insert. The ANSI/BOMA defined office area/useable square feet (USF). The Rentable Square Feet (RSF) offered and the rental rate per square foot, specifying services, utilities, and tenant improvement allowance included Specify the Common Area Factor used to determine the RSF. Specify the type of water, sewer, electricity, telephone and type of internet access available, and the names of the companies and/or municipal agencies supplying the utility service. Specify the ambulance, fire and police service available, and the agency that provides such service. Specify the nature, and bus routes available to the site. The name, address, telephone number and email address of the authorized contact. In cases where an agent is representing multiple ownership entities, written acknowledgement and permission to represent multiple owners for the same submission. Any site should have the ability (at Offerors sole expense) to become a separate tax parcel for tax assessments. The offered space must meet Government requirements for Fire and Safety and Handicapped Accessibility. Consideration shall be based on the area profile, location and proposed security precautions if the location would be utilized. Unique Requirements- Office space must be contiguous and on one level without being split by a public corridor. First floor space is required. Space must have the potential for efficient cubicle placement layout; columns must be at least 20 ft. apart to center, and 20 ft. from any interior wall and the columns should be no more than two feet square; space under consideration should not be U or L shaped or exceed a length to width ration of 2:3. The following space configurations will not be considered: space with atriums or other areas interrupting contiguous space; extremely long or narrow runs of space; irregular shaped space configurations or other unusual building features adversely affecting usage. Space shall be located in a professional office setting and not in close proximity to residential areas, railroad tracks, industrial areas, busy intersections or one way access roads. Space shall not be located within a base flood plain or wetland unless the Government determines it to be the only practical alternative. A setback of 20 feet is required when new construction is proposed. While both existing and new construction will be considered, a Phase I environmental report (and Phase II testing if necessary) may be required by the Contracting Officer (at the Offerors expense), with such test to be completed by a reputable certified environmental engineering firm acceptable to the Government. The Government requires a fully serviced lease with on site parking appropriate to an office use under local zoning regulations. Normal hours of operation for this agency are Monday through Friday 6:30 a.m. to 6:00 p.m. (excluding Saturdays, Sundays and federal holidays). Authorized Contacts - GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative, CB Richard Ellis.
