Description
This is a combined synopsis/solicitation being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the June 2008 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-26. This acquisition is NOT a small business set-aside and the NAICS code is 519190. This announcement constitutes the formal Request for Quotation (RFQ) and NO additional written solicitation will be issued. It is the intent of the National Library of Medicine (NLM) to procure medical data collection services from Suburban Hospital on a sole source basis. Background: The Lister Hill National Center for Biomedical Communications needs a large hospital in the Bethesda area to provide de-identified information including patient medications, demographic and other relevant data to support research on the value of on-line prescription data from SureScripts-RxHub in patient care. This is an essential component of the “Automatic access to prescription records for managing patient involved in disasters” project. The project is supported by the Bethesda Hospitals Emergency Preparedness Partnership (BHEPP) which includes Suburban Hospital, NIH Clinical Center and National Naval Medical Center. The objective of the project is to study the usefulness of prescription information obtained automatically from SureScripts-RxHub in the management of patients involved in disasters. Information about current medications is the most important single category of information for good clinical decisions and in disasters such information would not usually be available to the care provider, unless it could be obtained through the automatic means we are studying. The hospital must be a BHEPP member and it should have an adequate number of visits to give enough power to the study. It should have an existing process to collect patients’ medication history in an electronic form so that comparison can be made with SureScripts-RxHub data. The hospital should have an information infrastructure that can handle HL7 version 2.x messages as required to communicate with SureScripts-RxHub. The hospital should have methods for identifying the patient at a specific visit to allow linking between SureScripts-RxHub and hospital data. This linked data will have to be de-identified with all original IDs removed before it is passed to NLM researchers for analysis. Specifications: The professional services to be provided consist of the following tasks: 1. Establish an agreement with an intermediary agent acceptable to SureScripts-RxHub to obtain SureScripts-RxHub data for all patient visits and hospitalizations. 2. Facilitate the initiation and maintenance of the connection between the hospital and SureScripts-RxHub using HL7 messages. 3. Pull the hospital data needed for the research, oversee the linking and de-identification of the SureScripts-RxHub and hospital data and ensure the integrity of the output data. For the first phase of the study (at least 2 months), store and forward periodically to NLM researchers the following linked and de-identified data: 1. SureScripts-RxHub prescription history data 2. Patient medication history data collected by the hospital staff 3. Demographic data including age, gender and 3 digit (de-identified ) zip code 4. Other non identifying patient data deemed useful for the study that are mutually agreed upon e.g. insurance class, mode of arrival, disposition etc. For the second phase of the study (from the end of the first phase until the end of the period of performance), assist NLM researchers to do usability study of the SureScripts-RxHub service which may include staff interviews, questionnaires and time-motion workflow studies. Period of Performance: The period of performance will be for two years beginning at the purchase orders date of award. Deliverables: The service provider will provide at least weekly feeds of de-identified data during the first phase of the study. A monthly summary including the number of transactions and records retrieved from SureScripts-RxHub should be provided throughout the period of performance. Payment will be made in phases. 20% of the total payment will be paid at the signing of the agreement between the hospital and the intermediary agent. 60% of the total payment will be paid when the hospital starts to receive data from SureScripts-RxHub. 10% of the payment will be paid respectively at the end of the first and second year of the period of performance. Project Officer: Clem McDonald, MD, Director, LHNCBC Sole Source Justification: Suburban Hospital is uniquely qualified to provide this service. It is one of the three hospitals in the BHEPP, which is a stated requirement of the project. According to the project proposal, SureScripts-RxHub data will be made available to Suburban and the other two hospitals for patient care. The research component of the project will compare the SureScripts-RxHub data to the medication history information collected by the hospital staff. Suburban Hospital is a large hospital and a level 2 trauma center. The annual attendance of the Emergency Department is over 40,000 patients. In case of disaster, of the three hospitals in the partnership, Suburban Hospital will be the main receiving hospital for victims so the study results will be particular relevant for this project. Suburban Hospital has a hospital information system which facilitates the retrieval of data for this study. Medication history is routinely collected for every patient attending the Emergency Department. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by NLM. Information received in a timely manner will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to conduct a competition for this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. Offeror must complete required registration in the Central Contractor Registration (CCR) database. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
