Description
REQUEST FOR BID FOR DRIVER'S TRAINING NEW HAVEN JOB CORPS CENTER NEW HAVEN, CONNECTICUT Sealed proposals must be received by the Director of Administration, New Haven Job Corps Center, 455 Wintergreen Avenue, 06515 by 4:00pm on January 22, 2009, at which time they will be opened and reviewed. Envelop must be clearly labeled "DRIVER'S TRAINING BID". Driver's Training at the New Haven Job Corps Center will include 30 hours of classroom education for all students, up to 10 hours of behind the wheel experience for adult students and up to 40 hours of behind the wheel experience for under age students. Students will be 16 - 24 year of ages. Driver's Training must meet or exceeds the minimum number of classroom and behind the wheel hours according to Connecticut Sate Law. Classroom education will be for approximately eight students from 7:50 a.m. to 3:00 p.m. with a one 20 minute morning break and a one hour lunch break for five days during a month. Behind the wheel experience will be by appointment throughout the month. Base training period of 9 months from February 1, 2009 through November 30, 2009. Driving Schools must have at least five (5) years of experience and in good standing with the State of Connecticut. Bid packages will be available on or after January 12, 2009 by calling Marilyn Lugo, Procurement Specialist at (203) 907-4342. It is anticipated that the Agreement included in the Bid Package shall become the final document provided to the successful bidder, with minor revisions incorporating appropriate aspects of the bidder's proposal. Bidders should therefore review the format and clauses in order to prepare a response to provide Driver's Training. The New Haven Job Corps Center reserves the right to reject any or all proposals or waive formalities in the bidding process. BACKGROUND INFORMATION ON THE JOB CORPS PROGRAM New Haven Job Corps Center, operated by Career Systems Development Corporation and located in New Haven Connecticut, is a federally funded educational and job training facility. There are a total of 200 students between the ages of 16 and 24, inclusive of 150 residential and 50 non-resident students, most of whom come from the local community and the northern and southern portions of Connecticut. Enrollees in the program are screened by the Center and Federal recruitment agencies. A common criterion for eligibility is the need and the desire to learn a skill to become more employable. Enrollees are generally considered healthy, but physical and emotional problems can be present which must be considered and addressed. Some of the 200 authorized students may at any given time be enrolled under the auspices of special disability programs, which accommodate students with a variety of physical impairments without age restrictions. The program meets the needs of each individual and focuses on four (4) specific areas that enable the trainee to become successfully employed. Those areas include building vocational skills, developing academic skills and increasing awareness of social skills and core values. Besides educational and vocational opportunities, students receive free housing and meals, medical and dental care, as well as living and clothing allowances. There are daily recreational activities and outings scheduled weekly for all students who wish to participate. Counseling Services to assist students with their individual needs. Also, when training is completed, Career Transition services are provided to assist with job placement and pursuing independent living.
