- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Food and Drug Administration intends to award a competitive purchase order for a Rockville hotel location for five (5) advisory meetings. (ii) This solicitation is being issued as request for quotation (RFQ). This requirement is being issued under Full and Open Competition. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-29. (iv) The associated NAICS code 721110, Hotels (except Casino Hotels) and Motels, and small business size standard of 6.5 million. (v) Scope of Work: The contractor will provide Hotel Meeting Space and Services for five (5) Advisory Committee Meetings. All meetings must take place at one (1) location. The meeting will be held on the following dates: Dates & Time* of Advisory Committee Meetings: •February 23-24, 2009, 8:00 a.m. – 6:00 p.m. •May 18, 2009, 8:00 a.m. – 6:00 p.m. •June 22-23, 2009, 8:00 a.m. – 6:00 p.m. •August 17, 2009, 8:00 a.m. – 6:00 p.m. •September 21-22, 2009, 8:00 a.m. – 6:00 p.m. •November 16, 2009, 8:00 a.m. – 6:00 p.m. (This meeting is subject to the exercise of Option 52.217-8) •December 7-8, 2009, 8:00 a.m. – 6:00 p.m. (This meeting is subject to the exercise of Option 52.217-8) General Requirements for Hotel Meeting Space and Services for all Committee meetings: •All meetings must take place at a single hotel, single site. •Conference Meeting space at least (approximately) 1,700 square feet up to 5,400 square feet, including room exits for general audience attendees and committee members; •15 mile or less proximity to the The Food and Drug Administration located at 5630 Fishers Lane, Rockville, MD 20857. •Proximity to a Metro stop (preferably the Twinbrook Metro stop-see bulleted item above). Metro access is important since many committee members prefer to use metro rather than taxi service to and from Reagan National Airport (Washington, DC); •Seating area for public attendees, with unobstructed views from all areas of the meeting conference room •Columns in the center of the meeting room is not acceptable and leads to obstructed views by the public; •Space for 2 6ft tables with 3 chairs outside the conference meeting room for attendee registration and information desk; •Phone service outside the conference room and within the conference room for local and international calls; •Mandatory On site restaurant Meeting space for Advisory Committee members to retire to during lunch (on their own), that can be separated from other guests staying at the hotel, but remaining in the area near committee meeting space (due to meeting times sometimes running over and limited time to walk or drive to a restaurant outside the hotel); •Audio and visual services on site, including services compatible with transcription services from an outside vendor and on-site technicians; •Opportunity to schedule ad-hoc meetings as needed, with less than 60 days advance notice, if space exists at the hotel; •Opportunity to cancel meetings with less than 30 days advance notice prior to a scheduled meeting at a reduced or no-cost rate to the government; and •Easy access on and off to Rte 355. Specific Requirements for February 23-24, 2009 Committee Meeting: •Conference Meeting space at least (approximately) 1,700 square feet, including room exits for general audience attendees and committee members; •Conference space needs to be reserved for the entirety of the meeting from 8:00 a.m. on 2/23/09 to 6:00 p.m. on 2/24/09; •U-shaped table to seat 26 participants with ergonometric chairs (complimentary pens, pads, water glasses, candies on head table); •Podium; •Audience seating for approximately 100 members of the public; •Water station at the rear of the room; •Refreshment table at the front of the room with access to electrical outlets; •1 6ft table for audio visual equipment; •1 small table with chair and AV hook-up ability for transcriber; •A block of: 21 sleeping rooms for 1 night- February 22, 2009 at the Government rate. Members will be instructed to call in to guarantee their individual rooms, leaving their major credit card number or a deposit; and •Conference Rooms and Sleeping Rooms must be handicapped accessible. Specific Requirements for May 18, 2009 Committee Meeting: •Conference Meeting space at least (approximately) 1,700 square feet, including room exits for general audience attendees and committee members; •Conference space needs to be reserved for the entirety of the meeting from 8:00 a.m. on 5/18/09 to 6:00 p.m. Rooms cannot be broken down for other functions during this time; •U-shaped table to seat 26 participants with ergonometric chairs (complimentary pens, pads, water glasses, candies on head table); •Podium; •Audience seating for approximately 100 members of the public; •Water station at the rear of the room; •Refreshment table at the front of the room with access to electrical outlets; •1 6ft table for audio visual equipment; •1 small table with chair and AV hook-up ability for transcriber; •A block of: 21 sleeping rooms for 1 night- February 22, 2009 at the Government rate. Members will be instructed to call in to guarantee their individual rooms, leaving their major credit card number or a deposit; and •Conference Rooms and Sleeping Rooms must be handicapped accessible. Rooms cannot be broken down for other functions during this time; •U-shaped table to seat 30 participants with ergonometric chairs (complimentary pens, pads, water glasses, candies on head table); •Podium; •Audience seating for approximately 350 members of the public; •Water station at the rear of the room; •Refreshment table at the front of the room with access to electrical outlets; •1 6ft table for audio visual equipment; •1 small table with chair and AV hook-up ability for transcriber; •A block of: 30 sleeping rooms for 1 night- February 22, 2009 at the Government rate. Members will be instructed to call in to guarantee their individual rooms, leaving their major credit card number or a deposit; and •Conference Rooms and Sleeping Rooms must be handicapped accessible. (vi) Evaluation procedures to be used: Offerors are advised that award will be made to the offeror whose quotation provides the combination of services that offers the best value to the Government. The government’s evaluation will be based on a facility meeting the general and specific meeting requirements listed above rather than lowest overall price. Examples of the factors are location, availability dates and meeting specific facility requirements. (vii) Additional Information: All interested offerors must be registered in the Central Contractor Registration (CCR). Offerors are advised that award will be made to the offeror whose quotation provides the combination of services that offers the best value to the Government. This procurement will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The due date for questions is January 15, 2009. The due date for quotes is January 22, 2009. (viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. (ix) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. (xi) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. (xii) The clause at 52.217-8 applies to this acquisition, 52.217-8, Option to Extend Services: The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within one (1) month.
