- Description
- The United States Coast Guard (USCG) is seeking sources to replace all Electronic Chart Systems (ECS) and Electronic Charting Integrated Navigation Systems (ECINS) currently fielded aboard Coast Guard cutters. The over-arching goal of this effort is convergence across all platforms on a single scaleable ECS/ECINS software application. In order to achieve this goal, the Coast Guard intends to develop a single software solution to replace a variety of fielded legacy systems. This notice is being issued as a sources sought for ECS/ECINS software development and follow on maintenance. The incumbent contractor for Development of the Vega-ECS application is Global Strategies Group (North America) Inc, while development of the Vega-ECINS version of the application is just beginning. The purpose of this notice is to acquire contractor sources for management and software engineering support services for the U.S. Coast Guard, Command and Control Engineering Center (C2CEN), Afloat Navigation Branch (An). The Contractor shall develop and maintain software capabilities in the Command Display and Control Integrated Navigation System (COMDAC-INS), and the Vega Electronic Charting System/ Electronic Charting Integrated Navigation System (ECS/ECINS) application suites. Additionally, the Contractor shall assist in maintenance of existing COMDAC-INS and Vega ECS/ECINS related software. The period of performance on the contract will begin in April of 2009 and will extend until March 2010 with up to four option years. The software to be developed under this solicited contract is Vega ECS/ECINS. Vega ECS & Vega ECINS will allow USCG cutters to navigate in an environment that does not require paper charts and will allow ship operators to plan and monitor routes. The software will include Sensitive but Unclassified Tactical Exchange and Display System (STEDS), Blue Force Tracking (BFT), and Automated Identification System (AIS) as well. Complete development of this navigation software will be in accordance with C2CEN derived Seawatch requirements. The Contractor shall be proficient in software engineering approaches including system engineering, analysis concepts and principles, analysis modeling, design concepts and principles, architectural design, user interface design, component-level design, software testing techniques, software testing strategies, technical metrics for software, object-oriented concepts and principles, object-oriented analysis, object-oriented design, object-oriented testing, and technical metrics for object-oriented systems. The Contractor shall have knowledge or experience with network administration; Solaris, UNIX, and Microsoft Windows operating system administration; and the C++, C, Perl, Java, Microsoft.NET (Dot Net), and Tcl/Tk languages. The Contractor shall also be familiar with shipboard electronic navigation systems including navigation devices and interfaces, LAN-based RADAR components and interfaces, remote monitoring/camera interfaces, video distribution capabilities, and digital charting methods. This software will continue to be developed as “in-house” Government Furnished Equipment (GFE). Unlimited rights of this software will be required by the USCG. All materials (electronic or otherwise) developed under this contract shall become the property of the Government, with the Government having unlimited rights to reproduce, publish, and provide to other government agencies.
