Description
This is a sources sought notice issued for market research purposes only. THIS IS NOT A REQUEST FOR A PROPOSAL. This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Mine Safety and Health Administration (MSHA). The purpose of this notice is to identify qualified small businesses concerns including: 8(a), HUBZone, or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work and providing the products described herein. MSHA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought, MSHA may issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement arise, no basis for claims against MSHA shall arise as a result of a response to this Sources Sought or the MSHA’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. MSHA is the primary federal agency that enforces the Mine Act of 1977 with the mission of protecting the nation’s miners. In the performance of that mission, MSHA has approximately 1500 field employees working in the capacities of inspectors, technical specialists, training specialists, and investigators. The employees are stationed across the country in 105 offices and frequently work in rural areas where mine operations are typically found. The employees may be in the field for 1 day or for a few weeks at a time; and may be working in underground or surface mines, offices, or conference and educational facilities. The type of work to be performed includes data collection, the writing of citations, and the generation of regulatory forms in the field. The data that is collected is ultimately housed in an enterprise database. Due to the typically rural locales of the work areas, telecommunications capability is highly irregular. The technology platforms in use at MSHA today include MS Windows 2003 servers and MS XP desktops and laptops. The enterprise database application is Unix/Oracle/Java based. Handheld devices (PDAs) are slowly being added to the mix of hardware in use at the Agency. With this notice, MSHA is conducting market research to determine the types of commercial technical solutions and/or services that can accommodate the information technology requirements of its field staff in the areas of data acquisition, data management, database synchronization, and telecommunications. MSHA is not currently interested in solutions that require significant or ground-up software development effort, although some customization of any commercial product is expected. All interested parties are requested to respond to this notice by 12:00 Noon EST,. Tuesday, January 23, 2009. Responses to this sources sought notice should include a description of the proposed product and its capability in the areas specified; the types of hardware platforms that are supported; and examples of implementations using the product. Any comments/questions must be sent to beaty.robert@dol.gov. only. No telephone questions or comments will be accepted. Vendors submitting responses to this notice may be invited for demonstrations of their products to MSHA subject matter experts.
