- The Veterans Integrated Service Network 20 (VISN 20) is hereby soliciting information from potential sources that are qualified to provide a commercial web-based, knowledge-based point of care product that will be made available throughout VISN20 (VA medical facilities throughout Alaska, Washington, Oregon, and Idaho). Commercial Item is defined in FAR 2.101. The product should include the following: "Consult-level summaries and topics covering internal medicine, its subspecialties, primary care, surgery, and mental health in a format suitable for use by attending level physicians, students, nurse practitioners, house staff and other point of care health providers. "Drug information. "Related patient education material. "Comprehensive information in a single product available for stand-alone purchase or license, independent of complementary or companion products offered by the vendor. "Tools useful in diagnostic and therapeutic workups. "Topics that reflect current practice issues. Information Quality Requirements: "Information is accurate, authoritative, and relevant; data is of high quality for patient management. "Authors and sources are well recognized subject experts in their fields. The information is reviewed by expert panels for accuracy. "Synthesized information is clearly written, with competent authorship. Topics are presented succinctly, but with adequate detail to be useful to clinicians. ""Best practice" or evidence-based information is included in recommendations for diagnosis or therapy. "Policies for determining validity and standards for inclusion of material are well described. "Guidelines and summaries include references or sources. "When necessary to the topic, images, tables and diagrams are available and clearly shown. There are no distracting extraneous graphics or text. The database must have an easy-to-use search interface appropriate in the context of searching for clinical information at the point of care when an acute clinical information need arises. Information provided must be both evidence based and expert opinion based. It must contain a myriad of relevant medical topics; and content must be presented in an easy to navigate manner. This requirement is identified with NAICS Code 519130 for Internet Publishing and Broadcasting and Web Search Portals and the Government Size Standard for this procurement is 500 Employees. Responses must be referenced to RFI VA-260-09-RI-0032 and include the following: name and address of firm, primary POC and telephone number, size of business; whether they are Large, Small, Small Disadvantaged, 8(a), Woman-Owned, Service Disabled Veteran, Veteran, HUBZone, or Historically Black Colleges and Universities; number of years in business; affiliate information; parent company, joint venture partners, potential teaming partners. This Sources Sought Synopsis is issued for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government to pay for any information received. All information received that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Vendors are solely responsible for all expenses associated with their responses. Since this is a Sources Sought Announcement, no evaluation letters and/or results will be issued to the respondents. You are requested to provide electronic responses (5 page maximum including attachments) via e-mail to the primary Point of Contact (POC) for this requirement. No solicitation exists; therefore, do not request a copy. If a solicitation is hereafter released, it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Responsers will not be notified of the results of the evaluation of information received. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto. All responses shall be submitted to Alyssa Dark no later than January 16, 2009.
