Description

The National Institute of Standards and Technology (NIST) intends to award a sole source simplified acquisition to Parametric Technology Corporation (PTC), 140 Kendrick Street, Needham, MA 02494-2714 under the authority of FAR Subsection 13.106-1(b). Since 1985 the NIST Center for Neutron Research has generated a substantial quantity of instrument and facility computer models (3D solids created with CoCreate Modeling) and drawings (2D shop drawings created with CoCreate Annotation) that form the basis for new or upgraded instrument designs. The CoCreate software package is the only software package that offers acceptable upward and downward compatibility with existing and future instrument designs. PTC has sole proprietary rights to CoCreate software. There are no authorized resellers. Therefore, no other vendor can provide the necessary software. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement; information received on or before January 22, 2009 will be considered by the Government. However, a determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes.
