Set Aside: Turkish Vendors Only NAICS Code: 236220 - Commercial and Institutional Build Construction Contracting Office Address Department of the Air Force, United States Air Force Europe, 39th Contracting Sqd - Unit 7090 Box 127, Incirlik AB, Turkey, 09824-0280 This notice is to identify all prospective offerors within the Republic of Turkey in submitting proposals for the upcoming solicitation of the Multiple Award Construction Contract (MACC)- Indefinite Delivery/Indefinite Quantity (IDIQ). This requirement is for multiple contractors to furnish all materials, equipment, and personnel necessary to design, manage, and accomplish individual projects under the purview of the 39th Contracting Squadron. During the contract period, Base Civil Engineers will identify construction tasks and the Contracting Office will solicit and issue individual task orders to the selected contractor for completion. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The work involved may include, but is not limited to design only, design/bid/build, bid/build, carpentry, concrete, excavating, interior, electrical, steam fitting, plumbing, sheet metal, painting, demolition, masonry, and welding. All prospective offerors must be in the CCR and submit a DUNS number as well. The MACC, 39th Air Base Wing, Incirlik AB, Turkey, will be a firm-fixed price with an Economic Price Adjustment, IDIQ type contract. The period of performance will be one (1) Basic Period plus two (2) option years. Individual orders will vary in size and complexity and will range from a minimum amount of $2,000.00 to a maximum amount of $1,500,000.00. The formal solicitation is expected to be released on or about 13 February 2009. Proposal will be due 30 days after the solicitation release date. ATTENTION POTENTIAL OFFERORS: IMPORTANT INFORMATION CONCERNING ELIGIBILITY FOR AWARD OF THIS SOLICITATION. DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award of all solicitations. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. All potential offerors must submit the attached Pre-Proposal Conference/Site Reservation Form to this office identifying the company name, address, phone number, email, and solicitation point of contact if the U.S. government is to make arrangements for their access to the base. The cutoff date for submitting the Pre-Proposal Conference/Site Visit Reservation Form is 4:30 PM local, 29 January 2009. Any interested parties who do not submit the above requested information by the stated cut-off date will be responsible for making their own arrangements with Turkish Air Force (TuAF) Pass & ID officials for obtaining access to Incirlik Air Base, Turkey.
