Description
The US Army Contracting Center, CECOM Contracting Center Washington, on behalf of the US Army Night Vision & Electronic Sensors Directorate (NVESD) is seeking sources to develop and deliver a Grenadier Laser Range Finder and Sight. The Grenadier Laser Range Finder (GLRF) is envisioned to be a rifle-mounted laser range finder that aids the Grenadier in quick and accurate range-to-target determination. The objective of the GLRF is to enhance preparation for combat and combat employment of Grenadiers regarding range-to-target determination and first round hit probability. The GLRF may replace the M320 Day/Night Grenadier Sight and the hand held Bushnel 1500 Laser Range Finder. Cost, size, weight, and ergonomics are critical to the rangefinder program. The GLRF is envisioned to be a compact and weapon mountable M320 GLM Day/Night sight and laser range finder with integral multifunction lasers for the individual combat soldier equipped with the M320 GLM. GLRF system functions include:a) M320 GRM b) Day/Night Sight c) Range Measurement d) Near Infrared Laser Aiming - Low and High Power e)Visible Laser Aiming - Low and High Power. The GLRF shall be designed to meet or exceed the specifications listed below. Specifically, the GLRF must:1) Be mountable on an M4 carbine equipped with the M320 Grenade Launcher Module (GLM) 2)Be backward-compatible with the legacy M203 grenade launcher system 3)Minimize weight impact to the Soldier 4)Weigh less than 1 pound 5)Be Class I Laser Range Finder 6)Have a range performance of 800m (T)2,000m (O) to 5.25m x 5.25m 10% reflective target 7)Have a Visible Aiming Laser with Low Power less than 5mW and High Power of approximately 50mW 8)Have a Near Infrared Aiming Laser with Low Power less than 5mW and High Power of approximately 50mW 9)Be Power AA or XX-123 batteries 10)Have a battery life of more than 10,000 range events 11)Operate in a Temperature Range of -17 to 60 degrees C. All responsible sources capable of developing a GLRF are requested to submit a White Paper outlining a description the contractors experience in design, development, fabrication and testing of similar systems, detailed specifications of potential systems, organizational capabilities and a Rough Order of Magnitude (ROM) for unit cost. The white paper should also address any other features of your system that may enhance its utility to the Army. Respondents are asked to limit their submission to no more than 10 pages. This notice is not a Request for Proposal and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of the evaluation of the information they provide. No contract award will be made on the basis of responses received; however, the information will be used in the assessment of capable sources. It is desirable that data be received with unlimited rights to the Government. However, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
