Description
This RFP will be issued to obtain contractor qualifications for which a contract, by means of a negotiated firm fixed-price procurement, will be awarded. A contract will be awarded to the best value offeror in accordance with FAR PART 15 using the Best Value, Design-Bid-Build selection procedures. This solicitation will be issued as N40085-09-R-7005. The contract will provide complete construction of the Full Scale Electric Drive Test Facility. The project modifies the existing interior of Building #633 to include: construction of test facility, lay down area, concrete foundations, control house, HVAC, lube oil system, cooling water system, high voltage switchgear, ancillary facilities, auxiliary and supporting electrical facilities, fuel and cooling water piping and other electrical and mechanical supporting services to support Full Scale Electric Propulsion System testing. The project will include some demolition of existing structures, installation of electrical utilities including a 30 MVA transformer and two 13.2 KV, 60 MW substations, and special construction features including an interconnecting underground 12-way electrical utility facility (duct bank and cabling). Power sources will be derived from gas turbine generators in the Building #77H complex. Gas turbine generators, steam turbine generators and fuel ! cells in Building #633 and utility feeders will be utilized. The price range of this project is between $10,000,000 and $25,000,000. The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Technical factors will be evaluated based on their technical merits for the identified criteria. Proposals will be evaluated based on all technical factors (Factors 1-4) and price factor. All technical factors and sub factors are of equal importance. Technical is approximately equal to price. The Basis of Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria. The technical evaluation factors include: Factor 1 Corporate Experience Factor 2 Past PerformancesFactor 3 Safety PerformanceFactor 4 Small Business sub-contracting effort The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Request for Proposals (RFP) will be issued between 2 February and 20 February 2009. Tentative date/time for submission of proposals will be approximately 30 March 2009, 2:00 PM (EDT).
